Summary of the contracting process

The Cardiff and Vale University Health Board is conducting a limited procurement process to extend the existing contract for the Mental Health Community Opportunities Service, initially awarded against Tender 16/2208. This extension will last for 12 months, following the original contract expiry on 31st March 2021. The decision to extend the contract is a response to the COVID-19 pandemic, which has impacted the Health Board's ability to re-tender as planned. Key details include the contract value of £179,425 and the contracting authority's address at Woodland House, Cardiff.

This extension presents a significant opportunity for businesses in the health services sector, particularly those focused on mental health and community support. Organisations that provide services like peer support, recreational and educational activities, as well as informal advocacy should consider competing for the upcoming tender once it is fully renewed. Given the Health Board's emphasis on supporting community recovery post-COVID, businesses that can ensure seamless service continuation and contribute positively to mental health recovery efforts will be particularly well-suited to participate.

Notice Description

The Mental Health Clinical Board has a requirement to extend the existing contract for the Mental Health Community Opportunities Service. The Contract expiry is due on 31st March 2021 in line with the original contract award against Tender 16/2208. As a result of the COVID 19 pandemic, the Mental Health Clinical Board have had to realign priorities and respond to the situation and therefore have not had the time that was originally planned to work on the renewal Tender and therefore seek an annual extension.

Mental Health Day Opportunities Centres are attended by people suffering from or recovering from Mental Health issues, all groups provide an environment where members feel confident and comfortable in sharing experiences with others. Where possible gender specific services should be developed e.g. Women only groups. A range of activities - recreational, educational and social for both clients and carers should be offered. Informal advocacy support and access to other services should be available. Access to training and further education should be encouraged and training in life skills courses offered.

Procurement Information

The Cardiff and Vale University Health Board wish to extend the existing contract with Mind in the Vale for a 12 month period. The Health Board were not in a position to spend the time originally planned to re-tender the requirements due to the unexpected COVID 19 Pandemic and priorities within the Clinical Board having to change to respond appropriately to the situation. Furthermore by extending the 3rd Sector Contracts for an additional year will help to enable them to recover from Covid which in turn will help in re-stabilising their organisations. Work is now underway to prepare the necessary specification documents to allow a full Tender exercise to renew these contracts in line with this VEAT expiry. The extension will provide seamless service continuation.
