Summary of the contracting process

The Cardiff and Vale University Health Board is currently engaged in extending an existing contract with Platfform for the provision of mental health crisis services, classified under the CPV code for "Provision of services to the community." This procurement process is at the award stage, following a limited procurement method that did not require prior publication of a call for competition. The contract is set to expire on 31st March 2021, after being signed on 4th November 2020, and is aimed at ensuring seamless service continuity in a critical area, especially in light of the COVID-19 pandemic reshaping priorities within the Clinical Board.

This tender offers significant opportunities for businesses specialising in mental health services, particularly those capable of delivering intensive, 24-hour support for individuals facing acute crises. Companies focused on community health solutions, including small and medium-sized enterprises (SMEs), may find this an attractive opportunity to expand their service offering. Engaging with the NHS Wales Shared Services Partnership, the buyer in this contract, can help these businesses build long-term partnerships while contributing to the recovery and stabilization of mental health support systems in the region.

Notice Title

EXTENSION TO CONTRACT - MENTAL HEALTH CRISIS HOUSE

Notice Description

The Mental Health Clinical Board has a requirement to extend the existing contract for the Mental Health Crisis House. The Contract expiry is due on 31st March 2021 in line with the original contract award against Tender 16/2207. As a result of the COVID 19 pandemic, the Mental Health Clinical Board have had to realign priorities and respond to the situation and therefore have not had the time that was originally planned to work on the renewal Tender and therefore seek an annual extension.

Lot Information

Lot 1

The aim of the service is to provide a unique alternative to hospital admission for people experiencing an acute crisis in their mental health, and should provide up to fourteen days intensive 24hr, specialist mental health support to people who are assessed by the UHB Crisis Resolution and Home Treatment (CRHT) Teams as needing additional support to prevent hospital admission. The service should also promote understanding of the factors contributing to an individual's mental health crisis, and equip people with strategies aimed at the ongoing recover of their mental health, and avoidance of future crisis. The service should work with partners across the statutory and voluntary sector to ensure the positive reintegration of individuals back into the community, and advocate on behalf of individuals

Procurement Information

The Cardiff and Vale University Health Board wish to extend the existing contract with Platfform for a 12 month period. The Health Board were not in a position to spend the time originally planned to re-tender the requirements due to the unexpected COVID 19 Pandemic and priorities within the Clinical Board having to change to respond appropriately to the situation. Furthermore by extending the 3rd Sector Contracts for an additional year will help to enable them to recover from Covid which in turn will help in re-stabilising their organisations. Work is now underway to prepare the necessary specification documents to allow a full Tender exercise to renew these contracts in line with this VEAT expiry. The extension will provide seamless service continuation.
