To provide SARS CoV 2 testing using loop-mediated isothermal amplification (LAMP) technology across the Humber Coast and Vale Integrated Care System.

As part of the national response to the COVID 19 pandemic HM Government and DHSC have mandated the provision of a wide a range of diagnostic testing pathways in the UK and England. One such pathway is the mass testing of asymptomatic staff in the NHS. The DHSC and NHS Track and Trace have collaborated to develop rapid, high volume of SARS CoV 2 testing using loop-mediated isothermal amplification (LAMP) technology. York Teaching Hospital NHS Foundation Trust will act as the authority on behalf of the Humber Coast and Vale Integrated Care System to provide the scale of asymptomatic testing required by DHSC and NHS T and T. This new testing facility will provide essential routine testing of asymptomatic NHS staff from across the York and Humber region and will constitute an essential element of the infection prevention and safeguarding strategy for the DHSC. This contract involves the provision of Medical Laboratory Assistant staff, use of the University on-site Laboratory and operation of the testing facility located on the University of York campus in York.
Procurement Information
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive. The Covid-19 outbreak is a Public Health Emergency of International Concern as declared by the World Health Organisation on 30 January 2020. The WHO Director General characterised Covid-19 as a pandemic on 11 March 2020. A key element of ensuring an effective response to the pandemic is ensuring that there is adequate testing. As part of the national response to the COVID 19 pandemic HM Government and DHSC have mandated the provision of a wide a range of diagnostic testing pathways in the UK and England. One such pathway is the mass testing of asymptomatic staff in the NHS. The DHSC and NHS Track and Trace have collaborated to develop rapid, high volume of SARS CoV 2 testing using loop-mediated isothermal amplification (LAMP) technology. York Teaching Hospital NHS Foundation Trust will act as the authority on behalf of the Humber Coast and Vale Integrated Care System to provide the scale of asymptomatic testing required by DHSC and NHS T and T. This new testing facility will provide essential routine testing of asymptomatic NHS staff from across the York and Humber region and will constitute an essential element of the infection prevention and safeguarding strategy for the DHSC. The Authority is satisfied the tests permitting use of the negotiated procedure without prior publication (Regulation 32(2)(c)) are met: There are genuine reasons for extreme urgency: it is responding to Covid-19 immediately because of public health risks presenting a genuine emergency; The events that have led to the need for extreme urgency were unforeseeable. It is not possible to comply with the timescales within the PCR due to the urgent requirement to source a suitable laboratory facility and recruit staff to deliver the LAMP testing service. York Teaching Hospital NHS Foundation Trust has not done anything to cause or contribute to the need for extreme urgency.
