Summary of the contracting process

The Orkney Islands Council (Harbour Authority) is planning a procurement process for the "Provision of Westray to Papa Westray Passenger Ferry Service". This service, classified under ferry transport services, will operate between Pierowall (Westray) and Mocklett Pier (Papa Westray), accommodating at least 40 passengers. The total contract value is estimated at £360,000, with the service expected to commence on 1 July 2021. Relevant key dates include a planned future notice date on 5 May 2021, and the procurement process is initiated as a tender under the legal basis of EU regulations.

This tender represents a significant opportunity for businesses involved in ferry transport services, particularly those that can operate with either their own vessels or vessels provided under a Voyage Charter arrangement. Companies specialising in maritime operations, transport logistics, and passenger services would find this opportunity well-suited to their capabilities. Engaging in this market testing exercise can allow potential operators to showcase their operational concepts and demonstrate their capacity to fulfil the requirements set by Orkney Islands Council, thereby contributing to their business growth.
