Summary of the contracting process

The Modular Housing Framework procurement process, initiated by Lewes District Council as the Lead Contracting Authority, aims to enhance affordable housing delivery through innovative construction methods in the UK, specifically in the region of East Sussex. The procurement, which follows an open procedure, focuses on construction works with an estimated value of £110 million. Key dates include the end of the tender period on 7 May 2021 and the active period for awarded contracts, which is expected to continue for up to four years, involving significant housing developments primarily in the councils' ownership.

This tender presents substantial opportunities for businesses in the construction and off-site manufacturing sectors, particularly those specialising in modular housing solutions. Companies looking to engage in this framework include traditional construction firms, SMEs focused on modular delivery, and contractors with expertise in fast-tracked housing development. The framework may also extend usage to other local government entities, broadening the scope for potential partnerships and collaborations, making it a strategic avenue for growth in the regional construction market.

Notice Title

Modular Housing Framework

Notice Description

Lewes District Council (acting as the Lead Contracting Authority) and Eastbourne Borough Council each have significant housing development programmes that they would like to deliver, primarily for affordable housing. Some of these projects will be delivered through the standard appointment of traditional construction companies; however, the Councils have identified the significant time and quality benefits of delivering homes through off-site manufactured construction, and further time and cost benefits through appointing a single contractor to deliver a larger pipeline of its medium and small sites. The Councils would therefore like to appoint a single contractor to a Framework Agreement to be the main modular delivery partner to deliver a significant number of residential sites. The majority of sites would be already in the Councils' ownership, but some may be purchased during the programme period.
