Cornwall College Further Education Corporation (hereinafter referred to as the College) wish to invite you (the potential supplier) to provide a Tender Submission for the requirement detailed in Schedule C of this invitation to tender (hereinafter referred to as the Tender)

Apprenticeships
An apprenticeship is a job with training. Through an apprenticeship, an apprentice will gain the technical knowledge, practical experience and wider skills and behaviours that they need for their immediate job and future career. The apprentice gains this through formal off-the-job training and the opportunity to practise these new skills in a real work environment (on-the-job training).
Renewal: Subject to renewal if the ESFA Rules permits/allows
Adult Education Budget (AEB)The purpose of the subcontract is to deliver AEB provision for adults aged 19 and over. This provision aims to engage adults in learning which provides the skills and knowledge they need for work, progression in work, an Apprenticeship or further learning. This will include the following Services: 1. Statutory entitlements: * English and maths, up to and including Level 2, for individuals aged 19 and over, who have not previously attained a GCSE grade A* - C or grade 4, or higher, and/or * First full qualification at Level 2 for individuals aged 19 to 23, and/or * First full qualification at Level 3 for individuals aged 19 to 23. * Information technology ('digital') skills, up to and including Level 1, for individuals aged 19+, who have digital skills assessed at below Level 1. 2. Local Flexibility which supports the delivery of flexible tailored provision for adults, including qualifications and components of these and/or non-regulated learning, up to Level 2, including ESOL and SWAP. Expansion of DWP's SWAP: there is a need to focus on measures that support the unemployed into work. SWAP does this directly through Job Centres and their work coaches. SWAP helps employers with immediate and future job needs by upskilling job seekers to fill locally identified vacancies. A SWAP placement has three main components: pre-employment training, work experience placements and a guaranteed job interview. The AEB funds the pre-employment training component. 3. Supporting funding: Individuals who are furthest from learning and/or work may need extra support to address certain barriers that prevent them engaging or continuing learning. This support is funded through the AEB as follows: * Learning support - available to providers to meet the cost of making reasonable adjustments, as part of the Equality Act 2010, for learners who have an identified learning difficulty or disability, to achieve their learning goal, and/or * Learner support - available to providers to support learners with a specific financial hardship, such as childcare or residential costs associated with learning. 4. In addition to the provision set out above, the Contract Services will also support post Covid-19 recovery through the National Skills Fund Level 3 Adult Offer. From April 2021, any adult aged 24 and over who wants to achieve their first full Level 3 qualification, which is equivalent to a technical certificate or diploma, or 2 full A levels, will be able to access hundreds of fully funded courses.

Adult Community LearningThe purpose of Community Learning is to develop the skills, confidence, motivation and resilience of adults of different ages and backgrounds in order to: * Progress towards formal learning or employment and/or * Improve their health and well-being, including mental health and/or * Develop stronger communities.

16-19 Study ProgrammesThe purpose of Study Programmes is to offer breadth and depth to 16-19 year olds without limiting their options for future Study or work. All 16 to 19 study programmes should be designed to provide students with a structured and challenging learning programme that supports their development and progression in line with their career plans. Study programmes should be individually tailored but will typically combine the elements below: 1. substantial qualifications that stretch students and prepare them for education at the next level or for employment, although this is not a requirement for the T Level Transition Programme 2. English and maths where students have not yet achieved a GCSE grade 4 3. work experience to give students the opportunity to develop their career choices and to apply their skills in real working conditions 4. other non-qualification activity to develop students' character, broader skills, attitudes and confidence, and to support progression The subcontractor can apply to tender for contract for all funding streams available. The subcontractor shall deliver the services in accordance with the contract and as set out in the ESFA Funding Rules The subcontractor must be ready to recruit eligible learners onto this service from the contract start date of 1 August 2021. The subcontractor shall support eligible Learners as set out in the ESFA Funding Rules. The only provision fundable under this agreement will be those qualifications/programmes eligible for funding under the college funding contracts for Adult Education Budget, Apprenticeships or Adult Community Learning and compatible with the College's curriculum strategy.
