Summary of the contracting process

The Police Ombudsman for Northern Ireland is seeking to enhance its Case Handling System by transferring it to the ITAC secure hosting service. This procurement, classified under IT services, particularly in consulting and software development, is complete, having initiated through a limited tender method due to the urgent need for remote access during the Covid-19 pandemic. The award was officially granted on 1st December 2019, with a total contract value of £499,005. The service will be delivered at the Police Ombudsman's offices in Belfast, UK, addressing significant operational constraints faced by the staff.

This procurement presents an excellent opportunity for companies with expertise in IT services, particularly those specialising in secure hosting, system consultancy, and software development. Businesses that can effectively demonstrate their capability to facilitate remote access solutions will be particularly competitive. This project not only opens avenues for growth within the technology sector but also encourages collaboration with public organisations looking to modernise their operations.

Procurement Information

Additional works, services or supplies have become necessary and were not included in the initial procurement and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience/duplication of costs. The change does not exceed 50% of the value of the original contract. This modification is on the basis that there is a requirement to move the CHS system onto the ITAC secure hosting service to allow for remote access. This is a requirement which was not provided for within the original requirement however one which is central to ensuring continuity of service provision and secure hosting of the system at a cost of PS14,445.
