The Welsh Government is responsible for paying the postage costs for candidates and registered political parties to send free one piece of election communication at a Senedd election. Article 65 of the National Assembly for Wales (Representation of the People) Order 2007 provides that candidates have the right to send one piece of electoral communication free of charge. They may send either one piece of addressed communication to each elector or one unaddressed item of communication to a household. The legislation puts certain restriction on the candidates and political parties' electoral communications and it also stipulates that the service must be provided by a universal service provider.
