Summary of the contracting process

Highways England is conducting a consultative procurement process regarding the supply and installation of Environmental (Noise) Barriers. This planning stage aims to gather insights from suppliers and installers to shape future procurement strategies. Interested parties are invited to submit their product information via a spreadsheet by 4pm on Friday 21st of May, with contributors also encouraged to propose meeting times during the week commencing 10th of May. The procurement is primarily focused on goods within the road furniture category and pertains to the strategic road network of England.

This tender presents significant opportunities for businesses that manufacture or install noise barriers or related products. Companies specialising in environmental solutions, construction materials, and installation services could significantly benefit from engaging in this review process, as Highways England spent approximately £20 million in the previous financial year on similar projects. Participation in this consultative process not only enables businesses to influence future procurement approaches but also positions them advantageously for upcoming tenders in the environmental sector.

"description": "Highways England would like to invite suppliers and installers of Environmental (Noise) Barriers to contribute to a review of our procurement strategy. This is a consultative process, which will not lead directly to a procurement, but which may help to shape how future procurements are undertaken. (It is possible that such future procurements may take place within 12 months.) Our review is broad in nature and is addressing a range of factors, not solely price. Contributors will be asked for their view of the market and their products, including upstream and downstream supply chains, for information about their product range (including pricing), and for their views on the procurement of Environmental (Noise) Barriers directly and indirectly by Highways England. The agenda for discussion will be: 1. Introductions 2. Purpose 3. Market Review a. Your Company b. Your view of the Environmental (Noise) Barriers market c. Your Supply Chain 4. Products Review a. Your Products and their properties and applications b. Innovations c. Construction & Installation d. Maintenance e. Compliance 5. Engaging with Highways England This PIN incorporates a request for product information, including a broad set of properties, carbon and both product and installation pricing. In order to ensure consistency, you are asked to provide this information in a spreadsheet return. Those companies who supply products but do not install them may limit their response to the relevant sections. All commercial information will of course be treated in strictest confidence, however if you wish to tells us about anything else which you consider to be privileged information (eg. a new product to market) please identify it particularly as Confidential. Contributors are invited to propose meeting times during week commencing 10th of May, and are requested to return the Products & Pricing spreadsheet by 4pm on Friday 21st of May. Highways England sources Environmental (Noise) Barriers for Major Projects and for Operations directorates, sometimes accessing designated funding from the Environment and Wellbeing fund. (Estimated spend in 20/21 was PS20M) If you would like to contribute to the review please advise us by e-mailing David Stone david.stone@highwaysengland.co.uk You will receive instructions on registering an interest and accessing the spreadsheet.",
