Summary of the contracting process

The procurement process for the Supply of Public Access System Software has been successfully completed by West Mercia Police, with the contract awarded on 19 March 2021 to Northgate Public Services. This contract falls under the industry category of goods, specifically focusing on industry-specific software packages. The procurement was carried out through a limited method, as the solution required was proprietary and linked to the national Pentip system, making it essential for delivery efficiency. The contract was valued at £262,350 and is located in WR3 8SP, United Kingdom.

This tender presents significant opportunities for businesses specialising in software development, particularly those capable of integrating with public sector systems and managing proprietary solutions. Companies that provide services associated with software infrastructure and compliance within the public safety domain would be well-suited to compete in future tenders of a similar nature, especially those looking to innovate on traffic violation management and public self-service solutions.

Notice Title

Supply of Public Access System Software

Notice Description

The contract is for the supply and maintenance of software through which members of the public and companies in receipt of Notices of Intended Prosecution may self-manage nominations in the event that they were not responsible for committing the road traffic violation to which the Notice relates.

Lot Information

Lot 1

The contract is for the supply and maintenance of software through which members of the public and companies in receipt of Notices of Intended Prosecution may self-manage nominations in the event that they were not responsible for committing the road traffic violation to which the Notice relates.

Procurement Information

The Authority developed a business case outlining the considerable benefits of deploying a software solution for the self-management of Notices of Intended Prosecution related to road traffic violations. In order to effectively deploy such a solution and deliver the identified efficiencies and savings it was necessary for the solution to directly link with the national Pentip system which is a Northgate Public Services solution and protected by a code of connectivity. Following soft market testing it was established that the only viable solution to deliver the business case benefits was that offered by Northgate. Therefore this is a proprietary software solution with no other viable choices.
