Summary of the contracting process

HealthTrust Europe LLP, acting as agent for University Hospitals of Coventry and Warwickshire NHS Trust, established a UK-wide framework for diagnostic service solutions for public-sector healthcare organisations. The scope covers outsourced radiology reporting, pathology reporting, pathology referral testing and mobile diagnostic imaging. Pathology reporting includes all specimen types, specimen-collection logistics, diagnostic reports and connections to relevant systems. Referral testing covers routine, specialist, toxicology, genetic and other laboratory tests, with transport and IT integration where required. Mobile imaging covers temporary equipment and facilities at customer sites outside main hospital departments, across all modalities, with reporting, staffing, servicing and maintenance where required. The framework is open to NHS bodies, health and social care organisations, central and devolved government bodies, local authorities and other UK public-sector organisations with similar needs.

The procurement is complete and awarded through an open procedure to establish a framework agreement. The tender closed on 11 February 2022, awards were evaluated from 14 February 2022, and contracts were signed on 23 February 2022. The framework value is £260,000,000. Four active awards cover radiology reporting, pathology reporting, pathology referral testing and mobile diagnostic imaging. The corresponding active contracts are each valued at £65,000,000. The framework was initially for 48 months and has been modified to 53 months, an additional five months, with the total value unchanged. Awards went to 14 suppliers for radiology reporting, seven for pathology reporting, six for referral testing and 11 for mobile imaging. Evaluation used technical quality at 60% and price at 40%.

Relevant competitors include specialist radiology-reporting and telemedicine providers; pathology laboratories able to handle routine and esoteric, toxicology or genetic testing; and mobile-imaging operators with equipment, clinical staffing, reporting, servicing and maintenance capability. Credible suppliers need to support specimen logistics and transport where relevant, integrate with healthcare IT systems, and deliver diagnostic reports reliably across multiple customer sites. The awarded supplier base includes small and medium-sized businesses, specialist diagnostic companies, NHS trusts and larger healthcare providers, showing that focused expertise, operational capacity and the ability to work within a multi-supplier framework can all be commercially relevant.

The tender is to establish a Framework Agreement for the supply of Diagnostic Service Solutions, which allows access for outsourcing reporting services for the benefit of the Public Sector Healthcare Organisations ("the Participating Authority(s)"). The agreement will be split into 4 lots: Lot 1 - Radiology Reporting Lot 2 - Pathology Reporting Lot 3 - Pathology Referral Testing Lot 4 - Mobile Diagnostic Imaging The duration of the framework agreement will be 4 years maximum, 2 years initial period, with the option to extend for up to 24 months.

Lot 1 Radiology Reporting

HTE established a framework agreement for the supply of Diagnostic Service Solutions, which allows access for outsourcing reporting services for the benefit of the Public Sector Healthcare Organisations ("the Participating Authority(s)"). The agreement currently splits into 4 lots: Lot 1: Radiology Reporting Lot 2: Pathology Reporting Lot 3: Pathology Referral Testing Lot 4: Mobile Diagnostic Imaging

Renewal: Option to extend up to a further 24 months.

Lot 2 Pathology Reporting

The Tender is to establish a framework agreement for all outsource Dianostics services this includes Pathology Reporting. This covers all specimen types for diagnostic purposes, including the provision of logistics to collect specimens as required and provision of the diagnostic report, including connection into the relevant systems as required.

Renewal: Option to extend up to a further 24 months.

Lot 3 Referral Testing

The Tender is to establish a framework agreement for all outsource Dianostics services this includes Referral Testing. Laboratory testing of any sample, this may include routine esoteric, toxicology, genetic and any other type of test. Transport is to be provided. I.T integration where required.

Renewal: Option to extend up to a further 24 months.

Lot 4 Mobile Diagnostic Imaging

The Tender is to establish a framework agreement for all outsource Dianostics services this includes Mobile Diagnostic Imaging. The provision of all temporary mobile imaging equipment facilities for all modalities on customer sites outside of the main hospital departments. Diagnostic reporting should be included if required. Staffing needs to be included. Servicing and maintenance to be included.

Renewal: Option to extend up to a further 24 months.

Mobile Diagnostic Imaging

This Lot is for the provision of all temporary mobile imaging equipment facilities for all modalities on customer sites outside of the main hospital departments. This may include mobile endoscopy.
