Summary of the contracting process

The Cardiff and Vale University Health Board is engaged in a procurement process to award a contract for the Provision of Park and Ride services, targeting health training services within the UK. The contract, valued at £900,000, is set to commence on 1st July 2021 and will span a period of two years. This tender is currently in the Award stage, with the NHS Wales Shared Services Partnership acting as the procuring authority. The services will be delivered at two key locations: the University Hospital of Wales (UHW) and the University Hospital Llandough (UHL).

This tender presents significant opportunities for transport service providers, particularly those specialising in eco-friendly transportation solutions. Businesses focused on sustainability and capable of delivering reliable transport services in congested urban areas would be ideally suited to compete for this contract. As the Health Board aims to enhance patient experience and staff wellbeing while aligning with Welsh Government's free hospital parking policy, companies that can offer innovative and effective solutions for Park and Ride services should consider this procurement as a potential avenue for business growth.

The NHS Shared Services Partnership hosted by Velindre are acting on behalf of the Cardiff & Vale University Local Health Board. The Capital and Estates department wish to inform the market of their intention to award a contract for the Provision of Park and Ride services provided to staff , students and visitors for a two year period Commencing July 1st 2021.

Procurement Information

The Cardiff & Vale University Local Health Board Capital and Estates department wish to inform the market that they intend to award a contract for a two year period to Cardiff Bus in order to provide an on-going free of charge Park and Ride service across the two estates(University Hospital of Wales (UHW) and University Hospital Llandough (UHL). The two main hospital sites have been (and continue to be) developed considerably in recent times and the increase in volumes of patients, staff, students and visitors has resulted in difficult parking conditions, increased traffic congestion and emissions for all. This has negatively impacted upon the patient experience and services offered. The Health Board hope to invest in a significant and ambitious sustainable travel plan that would not only ease the current situation but ultimately promote the health and wellbeing of staff via more eco-friendly modes of transport and improve the air quality for all across the Cardiff and Vale area with less motor vehicles parking and using the roads on and around UHB sites. The Health Board requires this service to support the Welsh Government with its free hospital parking policy in conjunction with the Health Board's Sustainable Travel Plan and Car Parking Strategy. A review of the effectiveness of the current service has taken place by the Capital, Estates and Facilities Department to determine if the frequency and need of the service was required going forward and it has concluded that the service is needed in its current format.
