Summary of the contracting process

The Ministry of Defence is planning a procurement exercise for the "PROJECT HERMES - Military Parachute Training (MPT)", which falls under the goods category, specifically for fixed-wing aircrafts. This initiative is set to be conducted at RAF Brize Norton in the United Kingdom, aiming to source two commercial fixed-wing aircraft capable of conducting military parachuting operations. The procurement process is currently in the planning stage, with key details available on the e-Tendering system for interested parties to register. The Authority anticipates engaging with the market before moving forward, with the tender date recorded as 1st June 2021.

This tender presents significant opportunities for businesses involved in aviation and military training services, particularly those specialising in fixed-wing aircraft capable of airdropping parachutists. Companies with expertise in compliance with Military Aviation Authority and Civil Aviation Authority regulations, as well as those able to provide the requisite type-rated aircrew and engineering support, will find this a suitable procurement opportunity. Engaging with early market consultations may enhance prospects for firms looking to expand their portfolio within defence-related contracts.

Notice Title

PROJECT HERMES - Military Parachute Training (MPT)

Notice Description

The Authority will be looking to source 2 x commercial fixed wing aircraft to conduct MPT for Defence. The aircraft require the ability to airdrop parachutists at Low Level (Static Line) via simultaneous sticks (side doors) and the ability to drop High-Altitude Parachutists (HAP) conducting freefall from a tailgate ramp (20-25,000 ft). The parachuting platforms should be recognised parachute training aircraft able to operate by day and night. MPT involves ab initio static line parachute training, conducted from a Main Operating Base (likely to be RAF Brize Norton) and experienced parachutists conducting freefall using square parachutes. The aircraft type must be able to carry a min of 20 x parachutists and be able to facilitate an oxygen (O2) capability for HAP. The contractor will meet MAA and CAA regulations for the delivery of parachuting and provide both the required, type rated aircrew and engineers to maintain and sustain the operation. The Authority intends to conduct Early Market Engagement. To express an interest please contact will.scarratt@yahoo.com
