Scarborough Borough Council under the title of the North East Coastal Observatory are acting as the Lead Authority on behalf of all Local Authorities between the Scottish Border and Flamborough Head. This area is known as 'Coastal Cell 1' in England and Wales. Collectively, these Local Authorities are undertaking the following regional coastal monitoring programme.
