Notice Description

Through the Sierra Leone Secondary Education Improvement Programme (SSEIP), the UK government have committed to support all children in Sierra Leone to have access to quality secondary school education, with a focus on improving performance in English and maths and reducing the barriers of entry to education for girls and children with disabilities. Mott MacDonald were contracted to deliver this project, Leh Wi Learn, from 2016 - 2021. Mott MacDonald support activities under the following outputs - improving access to girls and disabled children, support improvements in quality of education at junior and secondary schools and supporting the Minister of Basic and Secondary School Education (MBSSE) to improve management and data collection of the education sector.

The original route to market was via the open procedure, two bids were received. Additional information: CA8 requires a further uplift of PS4.25m and a six (6) month extension to the end date of the contract, therefore a further VEAT Notice is being issued

Options: In original contract ToR it was highlighted that there may be provision for a 6-month extension period at FCDO's discretion. CA7 extended the end date by 12 months and the additional 6 month time extension (18 months beyond the original end date in total) is being requested to maintain consistency in the programme whilst the next phase's procurement is in progress, currently at concept note stage The overall scope of the contract will remain in line with the Business Case and the original Terms of Reference will not change as a result of Contract Amendment 8.

Procurement Information

A new five-year Education Programme in Sierra Leone is being developed to begin implementation September 2022. The gap in implementation between the two programmes creates a major risk; both in terms of stopping critical support to the education services, but also a reputational risk for FCDO due to the size of the programmes and as the lead donor in Sierra Leone. A further 6-month extension will bridge the gap to ensure support to girls' education is maintained and ensure a responsible transition to the new programme and suppliers. The below regulation covers this Regulation 72 (b): for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor; (I) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement
