This certainty obtained through the price cap would not have been possible initially, due to the aggregate risks inherent to the experimental nature of the project. On the second condition, adding a cap does not alter the overall nature of the contract, as the contractor is still providing services in relation to the design and procurement, manufacture, delivery, installation and commissioning of CHIMERA. On the third condition, the reasoning is that adding a price cap does not carry any increase in price."
