Notice Description

Public Service Delivery Scotland (PSDS) is seeking to establish a multi-supplier Framework Agreement for the supply of condoms, lubricants, sexual health products and associated diagnostic testing products for use across NHS Scotland. The Framework will support the prevention of sexually transmitted infections (STIs), HIV transmission and unplanned pregnancy and will be available for use by NHS Scotland Health Boards and other participating authorities.

Lot Information

Loose Condoms and Lubricants

This Lot covers the supply of loose condoms and lubricants for use across NHS Scotland. Products may include, but are not limited to, standard latex condoms, large condoms, latex-free condoms, extra-thin condoms, flavoured condoms, textured condoms, internal condoms and associated lubricants. The Framework is intended to support sexual health services by providing access to clinically appropriate, compliant and value for money products throughout Scotland. This is a multi supplier ranked and scored Lot. Lot 1 Commercial 30% Lot 2 Commercial 30% Combined 60% Lots 1 and 2 will be evaluated and awarded as a combined requirement. Tenderers will be ranked based on their combined evaluated score across Lots 1 and 2. Full details of the evaluation and award methodology are provided within the Invitation to Tender documentation Tenderers wishing to be considered for Lot 1 must also submit a compliant tender for Lot 2, as Lots 1 and 2 will be evaluated and awarded as a combined requirement.

Renewal: The Framework Agreement may be extended by up to twelve (12) months at the sole discretion of the Authority.

Sexual Health & Pregnancy Testing

This Lot covers the supply of sexual health and pregnancy testing products for use across NHS Scotland. Products may include, but are not limited to, pregnancy tests, HIV tests, syphilis tests and combination sexual health testing products. The Framework is intended to support the delivery of sexual health services by providing access to clinically appropriate, compliant and value for money diagnostic products across participating authorities. Lot 3 is a multi supplier unranked award, it evaluated and awarded independently of all other Lots. Tenderers may bid for this Lot without submitting a tender for any other Lot.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to twelve (12) months.

Added Value

This Lot covers the provision of added value services that support the delivery of sexual health services across NHS Scotland. Services may include, but are not limited to, products, educational resources, awareness campaigns, training materials, patient information, health promotion initiatives and other value-added activities designed to improve sexual health outcomes and support service delivery. This is an unranked and unscored Lot. Tenderers will be required to provide details of the added value services they propose to offer as part of their framework participation. Suppliers successfully awarded a place on Lot 1, Lot 2 and/or Lot 3 will automatically be awarded a place on Lot 4. Appointment to Lot 4 does not form part of the scored evaluation process and Tenderers will not be ranked for this Lot.

Innovation

This Lot covers innovative products, services and solutions that support the delivery and continuous improvement of sexual health services across NHS Scotland. Innovation proposals may include, but are not limited to, new product developments, technological advancements, service enhancements, packaging innovations, environmental improvements and other initiatives that deliver additional value and improved outcomes for patients and participating authorities. This is an unranked and unscored Lot. Tenderers will be invited to describe any innovative products, services or initiatives that they can offer as part of their framework participation. Suppliers successfully awarded a place on Lot 1, Lot 2 and/or Lot 3 will automatically be awarded a place on Lot 5. Appointment to Lot 5 does not form part of the scored evaluation process and Tenderers will not be ranked for this Lot.

Pre-Bagged Condoms

This Lot covers the provision of pre-bagged sexual health products for NHS Scotland. The requirement includes the assembly, packaging and supply of pre-configured sexual health kits containing condoms, lubricants and other agreed sexual health products in accordance with Participating Authority specifications. Products shall be supplied ready for distribution and support the delivery of sexual health services and public health initiatives across Scotland. This is a multi supplier ranked and scored Lot. Lot 1 Commercial 30% Lot 2 Commercial 30% Combined 60% Lots 1 and 2 will be evaluated and awarded as a combined requirement.
