Contract Summary
This contract is designed to provide NH DS (Digital Services) with a flexible service that will provide specialist technical advice for site data, software support for technology systems, and advice to ensure that the availability and performance of its technology systems meet National Highways’ requirements. This contract will provide support for all types of current technologies which are currently deployed, or planned to be deployed at the Regional Operational Centres (ROC’s). The purpose of this contract is also to provide maintenance and support for the suite of tools for MIDAS, the MSS subsystem and Site Data used by the DS Operational Contract Services team (OCS).

Contract Summary
National Highways needs to monitor weather conditions across its road network to inform operational decisions to mitigate the effect of severe weather, in particular, the correct application of treatment to the road surface in winter to ensure it is safe for road users and workers. There are currently 250 environmental sensor stations (ESS or weather stations) installed in key locations across the strategic road network that provide a wide range of weather observations every 10 minutes. Most of the current ESS technology is around 20 years old, based on an obsolete model, and reached the end of its design life. Faults are growing leading to an outage in observations and thus no data to inform decisions making them less effective. The increase in faults requires unplanned maintenance on the road network to resolve issues with the technology. Inaccurate weather data may impact National Highways’ safety and have the potential to cause significant delays and disruption to the network. Investment ensures that reliable weather observations can be obtained across the road network. In the long term this environmental and weather data may have commercial applications for National Highways. The requirement is to invest in the replacement of 125 ESSs

Contract Summary
The purpose of this contract award notice is to publish information in relation to the award of the Operational Technology Commercial Framework (OTCF), in accordance with Regulation 50 of the Public Contract Regulations 2015 (as amended). The OTCF will be the primary commercial vehicle to support the delivery of the National Highways RIS2 (and beyond) technology pipeline and to meet the strategic aims of National Highways. The OTCF is comprised of five Lots: Lot 1- Detector Systems (Goods, Services and Maintenance) Lot 2 - Informing Systems (Goods, Services and Maintenance) Lot 3 - Passive Systems (Goods, Services and Maintenance) Lot 4 - Operational Systems (Services) Lot 5 - Operational Technology Consultancy Support (Services) The initial term of the Framework Agreement will be two (2) years, with extension options so that the total duration of the Framework Agreement will not exceed four (4) years.
