Summary of the contracting process

Oldham Council is seeking to procure approximately 1,200 street litter bin housings and 20 solar-powered bins for the provision of street litter bins, aimed at enhancing waste disposal across the Borough. This procurement is classified under goods in the waste management category and is currently in the Planning stage. Key dates include an amendment extending the deadline for specifications to 7 September 2021. The project focuses on the installation of larger 240-litre bins and eco-friendly options in Oldham Town Centre, reflecting a modern approach to waste management with integrated smart technology.

This tender presents significant opportunities for businesses involved in manufacturing waste management products, particularly those specialising in eco-friendly and smart technology solutions. Suppliers of container manufacturing and technological innovations, such as solar power and mobile connectivity, would be well-suited to compete for this contract. The scale of the project and the specific requirements indicate a robust market for firms looking to expand their offerings in sustainable waste management solutions, especially within the public sector.

Notice Title

For the provision of Street Litter Bins

Notice Description

Oldham Council currently has 1172 public street litter bins servicing the whole Borough, dispersed across each of its district centres, corridor gateways, main roads, estates. parks, cemeteries and countryside areas also contain litter bins; however, these bins are not included in this figure. The current make-up of these bins covers a wide variety of styles and sizes each having an impact which affects frequency of service and resources are assigned to this operation. The service will move away from the current bin style of small metal lined units of 90 litre internal capacity with a proposed change to move to 240 litre bin housing units which will contain a large standard domestic refuse wheelie bin. Its proposed to adopt a new style bin with only one singular aperture opening. Trial of a new design has already been tested across the Borough in areas where misuse has been identified. The new design eliminates the opportunity to force large bags into the bin by only having a limited sized aperture which can take singular pieces of litter up to and including full size pizza box. In addition to the standard street bins, it is proposed to replace bins within Oldham Town Centre with a new (eco-friendly) solar powered type. The new bins which utilise solar power to power a compactor, allows a normal 240 litre wheelie bin to hold the capacity of a large commercial 1100 litre bin. These new bins incorporate modern software technology, utilising mobile networks which can update officers directly when they require emptying; this via a smart phone app which staff can access on work devices rather than attending daily. Therefore, Oldham Council are looking to procure approximately 1200 Street Litter bin housings; however, this number may increase or decrease subject to needs and requirements. In addition we are also looking to procure 20 x 240ltr solar powered bins to complete this large scale replacement program.
