Summary of the contracting process

The Scottish Prison Service (SPS), an executive agency of the Scottish Government, is in the planning stage of a tender for a cloud-based Custodial Management Platform (CMP) aimed at transforming its outdated prisoner records system. This procurement, classified under industry-specific software development services, will provide the necessary infrastructure to support Agile development and modular applications. The procurement is set to commence with key communication on 30th September 2021, and all service delivery is to take place within the UK. The SPS is looking for partners to help develop a platform that is open source and adheres to best practices in the industry.

This tender presents significant opportunities for businesses specialising in software development, particularly those who focus on cloud computing and Agile methodologies. Companies that excel in creating modular applications or have a track record in delivering innovative solutions within the public sector will be well-positioned to compete. The project aims to modernise and enhance the operational processes of the SPS, suggesting that suitable bidders will not only have the technical capabilities but also the ability to collaborate closely with government entities to ensure compliance and user-friendly outcomes.

Notice Title

01859 Custodial Management Platform (CMP)

Notice Description

The Scottish Prison Service is an executive agency of the Scottish Government tasked with managing prisons and Young Offender Institutions in Scotland. The current SPS Prisoner Records system is aged and reaching end of mainstream support, and cannot provide a modern digital platform to allow the SPS to transform its processes, and vastly expand it data set, to meet its strategic objectives. Through a phased replacement, the SPS wish to develop a new cloud based loosely coupled modular application through Agile development, based on micro services, open source/open standards, and cloud commodities that will transform operational processes and deliver an individualised asset based approach with those in SPS care.
