Lot 1

Significant expansion of Child and Adolescent Psychotherapy is vital to the delivery of the NHS Long Term Plan objectives. HEE have been pleased to work with Clinical Psychology Doctorate programmes over the past two years to deliver this expansion alongside other important developmental projects. We are looking to undertake a retendering process to support the future sustainability and expansion of this vital workforce, to reach our priority NHS Long Term Plan ambitions.To this end, Health Education England will be undertaking a full retender exercise for the four-year Clinical Psychology Doctorate training programme for cohorts entering from September 2022 onwards. This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention.It is our intention to hold a market engagement events on the morning of 30 September 2021 from 11am to 12.30pm Clinical PsychologyAt the event there will be an opportunity to discuss our plans and consult with parties interested in potentially bidding to deliver the doctoral programme. The event will take the form of an online presentation and discussion organised through MS Teams and will outline our current thinking, the anticipated procurement process, general discussion, and requests for information. The process will also provide an opportunity to network with others providing education and training in this field. HEE will use the opportunity to gather intelligence from providers who may influence and inform the development of the final tender.Please RSVP by email... with the name, title and contact details for attendees (a maximum of two attendees per organisation) to:commissioning@hee.nhs.ukThe commissioner reserves the right not to proceed with the Procurement, or any part thereof, or change the requirements as necessary at any time.It is the intention of the Authority that the procurement will be conducted as an Open Procedure under the Public Contracts Regulations 2015. The ITT is expected to be published mid to late October 2021. A separate advert will be released advising of this.

This is vital for two reasons: to enable sufficient course capacity to continue our programme of expansion, and to ensure a consistent national approach. After further discussions and engagement with potential bidders, and NHS England and Improvement colleagues, HEE will be extending the procurement process. This means the procurement will now be for all provision from September 2023 entry, and will not include 2022 entry. This decision to extend the process was made following feedback received at the market engagement events, to safeguard continuity of provision for September 2022. This is essential to support the unprecedented expansion of the psychological professions workforce by approximately 10,500 posts by 2024 to meet commitments set out in the NHS Long Term Plan. The procurement exercise will continue to proceed at pace. The launch of the specifications and the bid submission dates for the programme will now happen at a slightly later date, which we hope will allow more time for submissions and for mobilisation once contracts are awarded. It will also provide bidders with additional lead time to prepare competitive high-quality bids. HEE will widely communicate the new timeline of dates for both programmes once confirmed by the end of October 2021.
