Summary of the contracting process

The NHS Business Services Authority is seeking to contract medical specialist services for the Vaccine Damage Payment Scheme, titled "Medical Assessments: Vaccine Damage Payment Scheme." This procurement process is currently in the award stage, having been initiated through a tender with an estimated value of £6 million, excluding VAT. The award contract is active, and the successful supplier, Crawford and Company, is responsible for conducting medical assessments to determine eligibility under the scheme. The anticipated volume of assessments is projected to be between 1,500 and 1,800 claims in the first year, with a demand-driven approach influencing future work volumes. The procurement method employed is a limited award without prior publication of a call for competition, due to previous tender responses not meeting all criteria. All services are to be delivered within the UK.

This tender presents substantial opportunities for growth within businesses that specialise in medical assessments, clinical governance, and related health services, particularly those experienced in functioning within public health frameworks. With increasing demands stemming from vaccine damage claims, companies capable of handling substantial case numbers and ensuring rigorous assessment processes will be well-positioned to compete in future assessments under this contract. Suppliers with expertise in engaging with health authorities and delivering high-quality service outcomes are particularly encouraged to explore this and similar tenders to expand their operations and contribute to public health initiatives.

Lot 1

The services required are for Medical Assessments of the evidence being presented by applicants making a claim under the VDPS. An 'Assessment' is the end-to-end process to assess causation and level of disablement against the medical evidence presented in relation to a Claimant's health condition and/or disability.

The Supplier is required to undertake all appropriate action to complete the assessment. This may include gathering evidence from the most appropriate source/reference/expert/specialist to ensure a definitive view can be provided.

Historically, the average number of annual assessments is c100 however volumes have increased following the addition of Covid and Adult Flu vaccinations to the VDPS. There is no minimum (or maximum) commitment to the number of assessments that will be required under the contract as the scheme is demand driven. It is estimated that in year one of the contract there will be c1500-1800 claims that will require assessment within the first year of the contract. It is estimated that after year 1 of the contract the number of assessments will between 100-1000 assessments will be required per annum. Additional information: The estimated value set out in the Contract Notice (2021/S 000-028514) was 6000000GBP ex VAT. As per the Contract Notice, this estimate could be affected by the variable volume of assessments required over the term of the Contract and the value could therefore be more or less that the amount stated in section II.1.7.
