Powys County Council (the Council) covers a wide geographical area across central mid Wales. It covers the historic counties of Montgomeryshire and Radnorshire, most of Brecknockshire (Breconshire) and a small part of Denbighshire - an area of 5,179m2, making it the largest county in Wales by land area. As a Council we provide five Household Waste Recycling Centres (HWRCs) spread across the County for residents to deposit a range of materials for reuse, recycling and/or disposal. The HWRCs are an important contribution to the Councils recycling performance and reaching the strict recycling targets set by Welsh Government. Like many authorities we continue to face the challenge of providing and operating these facilities under a strict budget while maximising their reuse and recycling performance. Prior to commencing a formal procurement exercise, we therefore wish to enter discussions (in the form of soft market testing) with potential providers. This document provides an indication of our ongoing requirements and includes details of our initial thoughts on how the procurement should be structured. Its purpose is to provide potential bidders with sufficient information for them to enter meaningful soft market testing discussions to enable the Council to decide on the most suitable route to proceed.
