Summary of the contracting process

The Ministry of Defence is planning to procure the Defence Air Passenger Services System (DAPSS) as outlined in a Prior Information Notice. This project aims to enhance air passenger logistics support, with a focus on commercial off-the-shelf (COTS) applications, to efficiently manage air traffic for approximately 200,000 passengers annually across various military operations. The procurement stage is currently in the planning phase, with an expected Contract Notice and Supplier Selection in February 2022 and an Invitation to Tender anticipated in May 2022. The estimated value ranges from £1 to £11 million, and it falls under the industry category of passenger information systems and related software technologies. Key deadlines include a request for preliminary market information due by 25th October 2021.

This tender offers significant opportunities for businesses that specialise in software solutions related to passenger management systems, flight control technologies, and aviation ground support applications. Companies that can provide innovative and interoperable systems that comply with international aviation regulations may find this project particularly advantageous. Given the scale and importance of the DAPSS capability, businesses that can deliver robust support services, security accreditation, and user training will be well-suited to compete in this procurement process.
