Summary of the contracting process

Fareham Borough Council is procuring coastal and marine civil engineering services through the Salterns and Monks Hill Timber Groyne Maintenance framework. The work covers removal, disposal and replacement of timber elements along the Monks Hill to Salterns frontage. It also includes general coastal engineering, harbour and marine construction, coastal-defence and flood-risk works. Specialist beach management includes excavation, haulage, deposition, profiling and screening of beach material; importing suitable material; earthworks; slipways, promenades, steps and access ramps; health and safety measures; and emergency response. Delivery is across the south of England, including Dorset, Hampshire, the Isle of Wight, West Sussex, Kent and neighbouring coastal areas. The framework is intended for councils and harbour authorities in the Southern Coastal Group and SCOPAC membership.

The procurement has reached the awarded stage under a restricted, selective procedure and framework agreement. Lot 1, general coastal civil engineering works, has active awards to Suttle Projects, JT Mackley & Co, Avon Construction and Earlcoate Construction & Plant Hire; each associated contract is valued at £6.3m and was signed on 15 April 2022. Lot 2, specialist beach management works, has active awards to Ovenden Earthmoving, JT Mackley & Co, Les Searle Plant Hire and Sales, and Earlcoate Construction & Plant Hire; each associated contract is valued at £2.7m and was signed on 28 March 2022. A further active award to Avon Construction is valued at £56,983.58 and was signed on 6 June 2025. Each lot has a 1,440-day contract period. Evaluation used price; Lot 2 also used quality and social value, weighted 35, 5 and 65 respectively.

Renewal: Estimated timing for further notices to be published: It is envisaged that a further notice will be published in Autumn 2025 for a future iteration of the this framework. This will be dependent on the nature of future requirements and the need for a new framework.
