Provision of Prototype Low Cost Laser Detector Systems (LCLDs)
Notice Description
Further to previous notices, the Secretary of State for Defence has awarded a contract to Sentinel Photonics Limited (the 'Contractor'), for the provision of a limited quantity of technology demonstrator prototype Low Cost Laser Detector Systems (LCLDs). The contract has a total value of up to PS2,000,000GBP. In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (in accordance with the relevant legislation) is lawful pursuant to Regulation 16(1)(c)(i) of the Defence and Security Public Contracts Regulations 2011 because the goods to be purchased under the contract are to be manufactured solely for the purpose of research or development and are not being purchased for quantity production to establish commercial viability or to recover research and development costs. The first tranche of goods to be purchased are required to be at technology readiness level 4/5 and the second tranche at technology readiness level 6. The intention is that the testing of the prototypes to be purchased will bring the system up to TRL 6.
