Notice Description

The Scottish Government Health and Social Care Directorate is responsible both for NHS Scotland and for the development and implementation of health and community care policy. NHS Scotland currently employs approximately 140,000 staff who work across 14 territorial NHS Boards, seven National Boards and one Public Health Authority. Each of these Boards is accountable to Scottish Ministers and work together for the benefit of the people of Scotland. The various staff groups which make up the staffing complement of NHS Scotland are available http://www.isdscotland.org and data related to the Social Services Workforce in Scotland is available at http://data.sssc.uk.com. Territorial NHS Boards are responsible for the protection and the improvement of their respective population's health and for the delivery of frontline healthcare services. The National Boards support the territorial Boards by providing a range of specialist and national services, which can also involve the delivery of some frontline healthcare services. The Boards also work closely with partners in other parts of the public sector to fulfil the Scottish Government's Purpose and National Outcomes, including a range of Higher and Further Education institutions. NHS Education for Scotland (NES) is a National Board which supports delivery of care and the health and wellbeing of the people of Scotland by providing education and learning solutions for workforce development. This includes responsibility for commissioning and delivery of postgraduate medical education, from foundation to speciality training and supporting education and continuing professional development for nurses, midwives, health visitors, pharmacists, allied health professionals, psychologists, the dental team and administrative, clerical and support staff. NES collaborates with the Scottish Social Services Council and other partner agencies to support the education and learning needs of the workforce in social care and wider public services. Scottish Government has commissioned NES to facilitate an initial market sounding exercise to understand possible solutions, and to act as the technical Solution Owner for the live system.

The objectives of this exercise are to: prepare the market for the potential forthcoming procurement of a solution (or solutions) to provide a national QCovid(r) public tool for NHS Scotland; - identify indicative costs and benefits; - gain insight to the market possibilities and potential innovative solutions for a QCovid(r) public tool -understand any risks and issues not previously considered; and - identify any supplier information requirements (and assumptions made) that will need to be confirmed in advance of any formal procurement exercise. Additional information: There will be a supplier event held on the 2nd December at 13:00 held on Microsoft Teams. This event will allow NES and interested parties to discuss the requirements of the service.
