Summary of the contracting process

NHS Greater Glasgow and Clyde is undertaking a procurement process for a service titled "Pinpoint Systems", which falls under the category of alarm-monitoring services. This process is presently at the award stage, following a limited procurement method that did not involve prior publication of a call for competition. The contract, valued at £139,000, was signed on 2nd December 2021, and pertains to maintaining an existing security system employed within several hospitals, including Gartnavel Royal and Stobhill. The procurement process supports compliance with regulations by opting for a voluntary ex ante transparency notice, to ensure continued service without disruption to staff and patients.

This tender presents a unique opportunity for businesses specialising in alarm-monitoring systems and security services, particularly those capable of maintaining existing systems with minimal disruption. Companies with a proven track record in similar closed protocol systems or those providing innovative security solutions would be well-positioned to compete. Additionally, given that the contract allows for an initial four-year term with a potential extension, this could yield sustained business growth for successful bidders within the healthcare sector.

Notice Title

Pinpoint Systems

Notice Description

The Pinpoint System is a multifaceted security system which uses Personal Infrared Transmitters (PITs) allowing staff to easily and discreetly activate calls for Assistance and Emergency. The PIT is a discrete small fob that staff can have in their pockets; on lanyards attached to their staff badges. When a call is activated, Alphanumeric Display Units emit an alarm tone and pinpoint the exact location and type of call. This information can also be relayed to a range of devices such as pagers; mobiles and PC's ensuring response staff can identify both the type and source of call quickly. Intelligent infrared capabilities mean that the Pinpoint System takes less than 85 milliseconds from activation to display. Currently Pinpoint Systems are used at Gartnavel Royal Hospital and Stobhill Hospital at the Kelvin, Clyde, Iona and Tate Wards and at Skye House and Eriskay House Respectively. This is a closed protocol system and is one that has been in place for a number of years. Consequently, the staff security alarm system is a service which is already in place and is a closed protocol system. To change this system would cause a significant amount of disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice.

Procurement Information

This is a service which is currently in place and is provided by Pinpoint Systems. Conducting a full tender procedure would be a significant project that NHSGGC would have to undertake and at this current juncture is not something that would be possible. Additionally implementing a new system would involve a considerable amount of building works; resulting in significant disruption for Staff/Patients and Services
