Summary of the contracting process

The Home Office has successfully completed the procurement process for the Future eGates contract, awarding it to Thales DIS UK Limited. This contract is classified under IT services: consulting, software development, Internet, and support with a focus on surveillance and security systems and devices. This project involves deploying eGate solutions across the UK and juxtaposed sites in Europe, capable of processing passengers using biometric and biographic matching technologies. The procurement stage is complete, and the contract was awarded on 1 March 2025 for an initial term of 5 years, with an option to extend for up to five 12-month periods. The contract value is £54,200,000 excluding VAT.

This tender presents a notable opportunity for businesses specialising in security technology, biometric systems, software development, and IT services to engage in a significant Government project. Companies with strong capabilities in biometric matching technologies and those able to offer comprehensive solutions covering design, build, support, and maintenance of eGates would be well-positioned to benefit. This contract can provide substantial growth through partnership with a national agency, and it requires suppliers to ensure ongoing support and integration within the UK’s wider passenger verification system. Thales DIS UK Limited's involvement highlights the scale of the opportunity for similarly capable organisations.

Lot Information

Lot 1

The Home Office undertook a tender exercise to appoint a supplier of eGates for deployment in the UK and at juxtaposed controls in Europe which are capable of processing passengers using biometric and biographic matching technologies. The Home Office utilised the Competitive Dialogue Procedure; a multi-stage procurement process that is intended to progressively develop a solution with selected Bidders, discussing with each Bidder their proposed solution, that best met the Authority's requirements from a technical, commercial, and financial perspective. Following a full procurement process in line with the issued tender documentation, the Home Office conducted an evaluation of solution responses to identify the most economically advantageous tender. A contract has now been awarded to a single supplier for an initial term of 60-months, at a value of PS54,200,000 (excl. VAT).

Options: The Authority may extend the contract beyond the initial term if agreed between both Parties. There are up to 5 12-month extension options.

Renewal: The Authority shall have the option to extend the agreement for a further five 12-month periods beyond the initial 60 months. The estimated contract value stated in this Notice is the value for the contract period including extensions.
