The Authority seeks to establish a multi-supplier, multi-Lot Framework for the provision of Design and Consultancy Services by its Members and other Public Sector Contracting Bodies within the North East, Cumbria and North Yorkshire. The Framework is split into 11 Lots: Lot 1: Planning Services Lot 2: Architect Services Lot 3: Engineering (Civil & Structural) Lot 4: Surveying Lot 5: Health & Safety Lot 6: Ground Investigations & Remediation Services Lot 7: Mechanical & Electrical Engineering Design Lot 8: Ecological Assessment & Reporting Lot 9: Employers Agent Lot 10: Clerk of Works Lot 11: Principal Designer
Lot Information
Planning Services
This lot is intended for Planning Consultants that are experts in property development and management with specific knowledge of planning permission. The Planning Consultant will provide a full range of planning consultant services including but not limited to advising, planning, and consulting within the fields of planning applications, planning appeals, planning enforcement, planning objections, housing economics, and property development.
Renewal: Initial Period 24 Months with Option to Extend by further 2 x 12 Month periods
Architect ServicesTo provide a full range of Architect Services including but not limited to the RIBA Plan of Work 2020 Stages 0 - 7.
Renewal: Initial Period 24 Months with Option to Extend by further 2 x 12 Month periods
Engineering (Civil & Structural)To provide a full range of civil and structural engineering services
Renewal: Initial Period 24 Months with Option to Extend by further 2 x 12 Month periods
Surveying (All Forms*)To provide a full range of Surveying services including but not limited to: -- quantity surveyor, -- building/structural surveyor, -- commercial/residential surveyor. *Asbestos Surveys are excluded
Renewal: Initial Period 24 Months with Option to Extend by further 2 x 12 Month periods
Health & SafetyTo provide full range of Health and Safety Consultancy and advisory services including but not limited to: -- provide general health and safety support and advice, -- provide health and safety advice and assistance in accordance with Regulation 7 of the management of Health and Safety at Work Regulation 1999, -- provide audit of current compliance with regulatory standards including review of policies, procedures and monitoring and reporting of processes, -- health and safety policy, -- risk assessments, -- health and safety manuals, -- safe working procedures and arrangements, -- Construction (design and management) Regulations 2015.

Ground Investigations and Remediation NeedsTo provide a full range of specialist site investigation services including but not limited to: -- geotechnical consultancy and Investigation services, -- contaminated land services, -- consultancy activities including but not limited to Risk assessment, desk studies, walkover survey, Phase 1 investigation, site investigation and Phase 2 investigation
Renewal: Initial Period 24 Months with Option to Extend by further 2 x 12 Month periods
Mechanical and Electrical Engineering DesignTo provide a full range of mechanical and electrical engineering design services.

Ecological Assessment and ReportingTo provide for any ecological assessment and reporting requirements including but not limited to ecological assessments and surveys, environmental consultancy services, environmental impact assessment and monitoring.

Employer's AgentTo provide comprehensive employer's agent services.
Renewal: Initial Period 24 Months with Option to Extend by further 2 x 12 Month periods
Clerk of WorksTo provide a comprehensive Clerk of Works Service
Renewal: Initial Period 24 Months with Option to Extend by further 2 x 12 Month periods
Principal DesignerTo provide a full design and consultancy service including the requirements outlined within Lots 1-10 above and in particular for the appointment of a principal designer by the client to take control of the pre-construction phase of any project involving more than 1 contractor in accordance with Construction (Design and Management) Regulations 2015.
