Summary of the contracting process

The Norfolk County Council is seeking to establish a Dynamic Purchasing System (DPS) for Supported Living and Independent Living (Extra Care Housing), with an estimated value of £47 million. This initiative is classified under the construction work category and aims to facilitate the delivery of specialist housing units across Norfolk. The procurement process is currently in the Tender stage, with bids due by 14th January 2022. Interested parties must be registered on the Council’s e-procurement system to express interest and view the tender documentation, with contact information available for support.

This procurement presents significant opportunities for businesses in the housing and construction sector, particularly those specialising in supported and independent living developments. Companies that construct residential buildings, offer architectural services, or engage in multi-dwelling housing projects would be well-positioned to compete. The non-time-limited nature of the DPS allows for multiple providers to join, fostering a competitive environment for businesses aiming to contribute to Norfolk's housing goals over the initial period of five years, with annual reviews thereafter.

Notice Title

Dynamic Purchasing System (DPS) for Supported Living and Independent Living (Extra Care Housing)

Notice Description

It is Norfolk County Council's intention to let a Dynamic Purchasing System (DPS) with a range of registered social landlords and developers to facilitate the delivery of specialist housing units in Norfolk. Norfolk County Council is committed to helping people to live independently for as long as possible. This means having appropriate supported housing available in the right locations, at the right time and with the right characteristics to keep people independent. The estimate value contained in this notice is for the programme as a whole and not for an individual scheme. Please Note: care and support commissioning is not part of this DPS. This DPS is for landlords or developers only (although landlords who also have a care function can be admitted). Landlords that also have a care function will still be required to be admitted onto Norfolk County Council care frameworks to deliver care and support in Norfolk.
