Summary of the contracting process

Cambridgeshire County Council has awarded a contract titled "Additional block homecare provision for winter pressures." This procurement falls under the health and social work services category and is based in the UKH12 region. The contract, which amounts to £1,622,790, is a result of a limited procurement method employed due to extreme urgency, allowing for negotiated terms without prior publication of a contract notice. The project commenced on December 9, 2021, with an initial duration of 12 months, including a six-month break clause, to meet the expected increase in homecare demand during winter.

This tender offers significant opportunities for businesses operating in the healthcare and social work sectors, particularly those providing homecare services. Companies that are agile and capable of responding quickly to service demands would be well-suited to compete for similar contracts, especially in light of the rising pressures on healthcare systems and the increasing need for immediate service provisions. With a focus on supporting hospital discharges and addressing urgent care needs, this contract exemplifies the demand for reliable service providers in the healthcare landscape.

Procurement Information

This contract has necessitated the the use of the negotiated procedure without prior publication of a call for competition due to the urgency of requiring the provision at extremely short notice. The provision supplied by the Provider has been guaranteed for immediate commencement, that would otherwise would not have been able to be achieved through regular procurement. The delay caused by procuring a service of this magnitude would have been considerable, and would not have met the requirement of an immediate start due to the nature of the service. A full procurement would have taken at least three months, following governance approval, and again further delay due to the mobilisation of such a contract by the Provider. With the existing pressures in the homecare market due to lack of workforce and rising costs, this was the only option available to meet the demand of increasing and forecasted winter pressures now.
