Leicestershire County Council is undertaking a procurement process to identify and appoint additional service providers to provide a range of disabled children's services as described below. Lot 2: Domiciliary Care - Domiciliary care is a statutory service that the Council has a duty to provide and it relates to the provision of care and support to children and families in their own home (e.g. personal care, meal preparation, moving and handling etc. The framework also has another Lot (Lot 1: Short Breaks (Play & Leisure)) but this reopen is only to appoint additional service providers for Lot 2.

Short Breaks (Play & Leisure) and Domiciliary Care for Children with Disabilities Framework - 2023 Reopen

Leicestershire County Council has undertaken a procurement process to identify and appoint a number of service providers to the Short Breaks (Play & Leisure) and Domiciliary Care for Children with Disabilities framework awarded in March 2021, to provide a range of disabled children's services as described below. Lot 1: Short Breaks (Play & Leisure) provide opportunities for disabled children and young people to spend time away from their parents and carers, with friends and peers, for positive opportunities Lot 2: Domiciliary Care Domiciliary care is a statutory service that the Council has a duty to provide and it relates to the provision of care and support to children and families in their own home (e.g. personal care, meal preparation, moving and handling etc.). The process to refresh the framework was included in the 2021 Invitation to Tender documents. The purpose of this reopen is to allow additional service providers to join the current list of approved providers.

Options: The framework commenced 1st April 2021 for an initial period of 12 months with the option to extend for a further period or periods up to a total of 3 years taking the contract term to a maximum of 4 years.

Renewal: The framework is currently in place for 1 year, from 1st April 2021 to March 31st 2022. There is an option to extend for a further period or periods up to a total of 3 years taking the contract term to a maximum of 4 years.

Lot 2: Domiciliary Care

Domiciliary care is a statutory service that the Council has a duty to provide and it relates to the provision of care and support to children and families in their own home (e.g. personal care, meal preparation, moving and handling, etc.). The service can only be provided following an assessment of need and if certain thresholds are met. This service is not exclusively for disabled children and young people although they make up the vast majority of service users. Two broad areas of domiciliary care include: (i) domestic tasks; and (ii) sitting service. It is anticipated that all tenderers that meet the quality threshold, described in the ITT document, will be accepted onto this lot. Services will then be called off as and when required by Leicestershire County Council following the call-off procedure described within the service specification.

Options: There is an option to re-open the framework for 12 months to allow for new providers and for existing providers to review their prices.
