Summary of the contracting process

The Royal Borough of Windsor and Maidenhead Council is procuring adult domiciliary care services through a Dynamic Purchasing System. Providers will deliver personal care and support to adults in their own homes, for residents in the Royal Borough of Windsor and Maidenhead who have been assessed as needing domiciliary support. Services may be required seven days a week and individual care packages will be demand-led. The arrangement is intended to secure effective, good-value care funded by the Council. This is a social care services opportunity under the light-touch regime. The Council will appoint suitable providers to the system before awarding individual care packages, with the detailed service requirements set out in the specification and pre-qualification documentation.

The procurement has reached tender: the Council invited providers to submit electronic applications for admission to the Dynamic Purchasing System through the BravoSolution portal. Applications for admission were subject to a deadline of 7 February 2022 at 13:00 UTC; an amendment also set a closing date for applications of 28 February 2027 at 13:00 UTC. The DPS commenced on 1 August 2022 and has an initial five-year term to 1 August 2027, with an option to extend for a further two years. Individual contracts are demand-led and depend on successful admission. Providers must pass the pre-qualification process, selection criteria, financial references, acceptance of terms and a quality threshold. The Council may temporarily admit registered providers awaiting their first inspection, subject to additional assurance checks.

This opportunity suits established domiciliary care providers able to deliver person-centred, strengths-based adult care in local homes, including on a seven-day basis. Providers must have operated for at least 12 months, deliver domiciliary care within Windsor and Maidenhead, and demonstrate extensive local knowledge and understanding. Applicants must show sound financial standing, provide suitable references, accept the Council’s terms and pass the quality assessment in the pre-qualification questionnaire. Providers awaiting a first Care Quality Commission inspection may apply during the amended period, but must be CQC-ready and undergo review of their policies, procedures and supporting documents by the Council’s Care Quality Assurance Team. Providers rated Good or Outstanding receive an additional evaluation point, while continued suitability depends on meeting the required quality and service standards.

RBWM wishes to maintain the best possible care for service users by procuring the domiciliary care packages in the most effective way, delivering the best value from the public funds available. The Authority wishes to establish a Dynamic Purchasing System (DPS) for the provision of domiciliary care services for adults. The duration of DPS is 5 years with the option to extend for further 2 years. The purpose of this procurement is to seek and appoint providers to the DPS, who have the relevant skills and experience, for the delivery of personal care and support (domiciliary care) to adults in their homes. This DPS will be established under the light touch regime enabling RBWM to set the required criteria and way of operating DPS to meet requirements of RBWM in a best way . All providers who wish to join will have to meet the criteria as specified in the PQQ documentation. The services required are defined in a greater detail in the Specification which forms part of the PQQ documents.

2.4 The Service will be procured using a Dynamic Purchasing System (DPS) which the Authority wishes to establish. All contracts awarded under DPS are demand led and eligibility to be the Provider to the Authority is dependent on Providers first successfully passing the Stage 1 (the admission to the DPS) of the process. The providers who provide compliant submissions ("applications for admission") in line with the call to competition notice (ref FF8 Domiciliary Services) and meet the selection criteria and are not excluded will be admitted to the DPS. This includes, but is not limited to, Providers: * Holding a Care Quality Commission rating of "Good" or "Outstanding" in the office this Domiciliary Care Service would operate from; and * Passing appropriate references regarding their financial standing and status; and * Passing the quality threshold as more particularly described in the pre-contract Tender documentation. This DPS will be established under the light touch regime enabling RBWM to set the required criteria and way of operating DPS to meet requirements of RBWM in a best way .
