Summary of the contracting process

The NHS Wales Shared Services Partnership, on behalf of Cardiff and Vale University Health Board's All Wales Medical Genomics Service, has awarded a contract to Advanced Research Computing at Cardiff University for the expansion of the Islion Storage System at Redwood Data Centre in Cardiff. This contract, valued at £556,239 including VAT, follows a limited procurement method due to an urgent need for additional data storage services to manage increased data generated by next-generation sequencing. The contract was signed on 10 January 2022 and will last for 12 months.

This tender presents a significant opportunity for businesses specialising in data storage and IT support services to expand their offerings, especially those capable of handling high-performance computing resources and big data analysis. Companies that can provide innovative data management solutions and are equipped to meet the demanding requirements of health services would be particularly well-suited to participate in future opportunities within this expanding market, ensuring efficient data handling is crucial for clinical services.

Notice Title

Expansion to the current Islion Storage System at Redwood Data Centre Cardiff

Notice Description

NHS Wales Shared Services Partnership, on behalf of Cardiff and Vale University Health Board All Wales Medical Genomics Service, wishes to announce that it intends to award Advance Research Computing @ Cardiff (ARCCA) a 12-month contract for the expansion to the current Islion Storage System at Redwood Data Centre Cardiff. The value of the contract will be GBP 556,239.00 including VAT.

Lot Information

Lot 1

Cardiff & Vale University Health Boards All Wales Medical Genomics Service (AWMGS) historically faced challenges with the implementation and management of high performance computing (HPC) resources, big data storage and analysis, and the volume of computational and storage resources required. Because of this AWMGS were not able to analyse and store the data generated by their next generation sequencing (NGS). As a result, the WREN system was designed specifically for the All Wales Medical Genomics Service. WREN is hosted and operated by ARCCA technical experts to support AWMGS bioinformaticians in the delivery of nationwide clinical services to detect genetic alterations which inform a personalised diagnostics prognostic and therapeutic decisions. The data produced from the WREN system is stored at Redwood Data Centre Cardiff. AWMGS regularly assesses the capacity and connectivity of the Data Centre with ARCCA to ensure that it has sufficient connection speed and storage capacity to support the service. The All Wales Medical Genomics Service is now increasing sequencing capacity by procuring additional sequencers which are critical to meet the demand to expand the Welsh Health Specialist Service Committee (WHSCC) commissioned in-house testing at the pace required to deliver equitable testing for Welsh patients in comparison to other regions within the UK. By procuring additional sequencers the data storage requirement has increased and we are now finding that the Redwood Data Centre can offer additional storage capacity to support the Genomics service. Based on this information the service needs to procure additional storage for the next 12 months urgently in order to be able to manage the sequencing data that is produced from the additional testing. A decision has been made to award ARCCA a contract for the additional hosting and support services up to a maximum value of GBP 556,239.00 including VAT.

Procurement Information

If the service does not have additional storage urgently it will compromise patient care and put the service at risk of a critical failure as the service will be unable to record data produced from sequencing. This is an interim 12 month solution to account for the unforeseen increase in demand on the service with the anticipation that alternative solutions will be explored in the coming years.
