"reviewDetails": "Wessex Water Services Limited commenced standstill period at the point information on the award was communicated to tenderers. The notification provided full information on the award decision. The standstill period of a minimum of 10 calendar days, provided time for unsuccessful tenderers to challenge the decision before the contract is entered into. The Utilities Regulations 2016 (SI 2016 No 274) provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England) within 30 days of knowledge or constructive knowledge of a breach."
