Summary of the contracting process

The Police Service of Northern Ireland (PSNI) has completed a tender titled "PSN-P Network Services" in the telecommunications services sector, specifically excluding telephone and data transmission services. Located in Belfast, UK, the procurement process is classified under a "limited" method, involving a negotiated agreement without prior publication of a contract notice. The contract, valued at £5,203,000, was signed on 14th March 2022, and is for a one-year time-only extension to ensure continued service provision during a critical transition phase.

This tender represents significant opportunities for telecommunications service providers, particularly those capable of delivering managed encryption and firewall services within a public sector context. Businesses that specialise in secure connectivity solutions, mobility-related services, or have experience working with national systems would find themselves well-suited to compete for future projects arising from the PSNI’s ongoing service requirements. Engaging with the PSNI can create pathways for collaboration and growth in the rapidly evolving landscape of public safety communications.

Procurement Information

This contract modification is for a time only extension (i.e. no increase required to the current overall contract value of PS5,203k). The Public Contracts Regulations 2015 (as amended) apply considering the overall contract value and previous modifications. On the basis of the information provided there would appear to be convincing reasons to modify this contract due to the current circumstances regarding the transition from one service to the other under the LECN project being progressed by the Home Office. PSNI could not have foreseen such circumstances. It is highly unlikely another contractor could deliver the required services in the interim and the modification doesn't alter the overall nature or value of the contract.
