Summary of the contracting process

The procurement process titled "Housing Insecurity and Hidden Homelessness" was initiated by the Scottish Government, identified as a central purchasing body based in Glasgow, UK. This project, classified under social research services, aimed to investigate the issue of hidden homelessness in Scotland. Although it was intended to follow an open procurement method, the tender stage has been marked as cancelled as of April 14, 2022. The contracting authority sought to conduct multifaceted research to improve understanding and responses to homelessness, emphasising the importance of engaging with affected individuals and organisations.

This tender presents opportunities for businesses focused on social research, community outreach, or data analysis to engage in meaningful projects that address pressing societal issues. Firms that specialise in qualitative research methods, have experience in participatory approaches, or possess knowledge of homelessness and housing insecurity would be well-suited to compete in similar future tenders. By leveraging their expertise, these businesses can contribute to creating effective solutions and enhance their visibility in the public sector landscape.

Notice Title

Housing Insecurity and Hidden Homelessness

Notice Description

The overarching aim of this research is to reach a better understanding of those people who are homeless, at imminent risk of homelessness or who face housing insecurity but do not appear in Scotland's official figures. This includes people who do not approach their local authority for help; people who approach their local authority but do not get a response that meets their needs; those who find alternative solutions; or those who do not see themselves as homeless. An improved understanding of the different routes into and out of homelessness will help us address gaps in provision and make Scotland's homelessness system more responsive to people's needs.

Lot Information

Lot 1

We envisage this research being conducted in several stages but we would also like suppliers to include ideas and detail about how they would conduct the research fieldwork and ensure the quality of data analysis and reporting outputs. The first stage should include a review of existing evidence on hidden homelessness in Scotland. The second stage would be qualitative and/or participatory research, engaging with people with lived experience of housing insecurity and hidden homelessness, as well as public and third sector organisations with access to and knowledge of people with lived or frontline experience of housing insecurity and hidden homelessness to better understand the Scottish context.
