        "description": "Hampshire County Council has established an 'Open Framework' for the provision of Special Education Needs training to provide additional education and supportive services to pupils in Hampshire who have an Education, Health and Care Plan. As an 'Open Framework' service providers can apply to join the framework at any time during the framework term. Examples of services include tutoring pupils who are in education, providing tutoring or mentoring for pupils who are struggling to engage in education, supporting pupils who are educated other than at school (EOTAS) or working to provide specialist support to aid education placements. The Open Framework is divided into 6 Lots. Lot 1 - Tutoring (QTS qualified) Lot 2 - Tutoring (non QTS qualified) Lot 3 - Specialist teachers Lot 4 - Services supporting education Lot 5 - Other services supporting education Lot 6 - Registered physiotherapy. Providers can apply for any lots that they are able to deliver a service on. There are price caps associated on each lot. The detail on this is shown within the tender documents. The Open Framework has been let for an additional period of 4 years with 2 further extension periods of 4 years will be available, taking the maximum length of the Open Framework to 12 years. The anticipated value of the Open Framework is up to PS109,000,000.",

        "awardCriteriaDetails": "Contracts awarded under the Open Framework will be determined on a case-by-case basis based upon the particular needs of the service user(s). The SEN Caseworker or Special Needs Officer (SNO), in agreement with the relevant manager and discussion with the parents and pupils (if appropriate) determine that a service is needed that would fall under one of the Lots within this Open Framework. Tenderers, once being awarded a place on the Open Framework, will be ranked by lowest price, i.e. lowest priced will be awarded 1st place. A Tenderer will be chosen by Lot first and then region. The SEN Caseworker or SNO will send the pupil details, requirements of the service from the pupils EHC plan and required timeframe for the service to start to the top 5 providers on the Lot (based on each individual requirement) who will then have a deadline to respond to confirm if they are able to accept the case and what termly progress targets they would implement. After the deadline has expired, the SEN Caseworker or SNO will contact the Tenderer that has the lowest price and has confirmed their capacity to provide the requirement and confirm termly targets and ask them to start working with the pupil. If the targets are deemed to be too low, and cannot be changed, the casework or SNO have the option to contact the next lowest price provider If none of the top 5 providers is able to offer, the SEN Caseworker or SNO will then contact the next top 5 placed providers, and so on, until a contract is awarded. In the event that there is a tie (same price, acceptance of requirement and agreement of targets) in the submissions, the Tenderer who responded first within the deadline period via the stated method shown in Section 18 will be awarded the contract.",
