Summary of the contracting process

Staffordshire County Council procured education and training services to improve attainment and engage vulnerable children and young people in education across Staffordshire. The requirement covered four areas: full-time alternative provision outside school for at least 25 hours a week; part-time alternative provision supporting curriculum, vocational placements, attainment and qualifications; tutoring outside school by qualified teachers, usually for individuals or groups of up to six; and complementary provision such as mentoring, coaching, physical activities or therapeutic interventions to improve behaviour, attendance and reintegration into mainstream schools. Full-time provision could support groups of up to eight pupils and needed to be age appropriate and qualification-led. The procurement used a dynamic purchasing system, allowing call-off contracts against these education services.

The procurement is complete and call-off awards were made through a selective restricted procedure using a dynamic purchasing system. The estimated overall value was £29,000,000. Nine active awards were recorded: Be My Tutor (£12,084, signed 29 February 2024, and £2,160, signed 31 August 2024); Aldridge Premier Tuition (£2,112, signed 31 May 2024); AIM CIC (£2,706, signed 1 October 2024); National Teaching & Advisory Service (£2,700, signed 2 December 2024); EM Skills Enterprise CIC (£4,608, signed 3 March 2025); CRT Enterprises Limited (£3,420, signed 9 June 2025); INSIGHT Wellbeing Services Ltd (£6,808, signed 19 December 2025); and Kojikojo Ltd (£1,920, signed 13 February 2026). The recorded contract duration for each lot was 2,520 days. Evaluation was 40% price and 60% quality, covering pupil outcomes and service delivery.

This requirement is relevant to organisations delivering alternative education, tutoring or personalised support for vulnerable pupils in Staffordshire. Credible suppliers need to demonstrate that they can respond to individual pupil needs and outcomes, deliver safe and effective education or support, and work towards improved attainment, progress, attendance, behaviour and mainstream-school reintegration. Full-time providers serving five or more statutory-school-age pupils, or one looked-after child or pupil with an education, health and care plan, need independent-school registration. Full-time provision also requires an Ofsted rating of Good or Outstanding for referral eligibility; lower or uninspected ratings lead to suspension from referrals. Tutoring suppliers need qualified teachers with Qualified Teacher Status. The award pattern shows participation by both small and larger organisations, with demand including repeated tutoring call-offs.

The Council invites suppliers to tender for a Dynamic Purchasing System (known as DPS) for the provision of Opportunities to Improve Attainment and Engage Vulnerable Children and Young People in Education. Suppliers are able to tender against one or more of the following lots: LOT 1 - Fulltime alternative provision; LOT 2 - Part-time alternative provision; LOT 3 - Tutoring LOT 4 - Complementary Provision, This DPS is run as a completely electronic process using the Authority's eSourcing solution (Proactis). This Award Notice is to advise the market of Call offs Contracts that have been awarded from the DPS on a quarterly basis against respective Lots

Lot Information

Full-time Alternative Provision

Education Provision offered to a pupil outside of the school setting for 25 hours a week or more. Provision should be age appropriate and cover the qualifications. This provision could be to support one pupil or a group (maximum group size is 8). The provider should be registered as an independent school if providing full-time education to five or more pupils of statutory school age or one pupil who is LAC and/or has an EHCP.

Options: Initial Contract Period 1st August 2018 to 31st July 2020, with the option to extend for a further 2 x 12 months to the 31st July 2022 and for a further 3 x 12 months to 31st August 2025.

Part Time Alternative Provision

Education provision that is delivered outside of the school setting to enhance the school curriculum and/or a vocational placement. Provision should be age appropriate and lead to improved attainment and progress including achievement of accredited qualifications, academic and wider development. Pupils will remain registered at their current school. Part-time hours are flexible to meet the needs of the child/young person i.e. half a day once or twice a week. This provision could be to support one pupil or a group.

Options: Initial Contract Period 1st August 2018 to 31st July 2020, with the option to extend for a further 2 x 12 months to the 31st July 2022 and for a further 3 x 12 months to 31st August 2025.

Tutoring

Tutoring provision delivered by qualified teachers outside of the school setting to support the school curriculum and/or the specific needs of a pupil. Programmes are usually bespoke and delivered to individuals or a small group of a maximum of 6 pupils.

Options: Initial Contract Period 1st August 2018 to 31st July 2020, with the option to extend for a further 2 x 12 months to the 31st July 2022 and for a further 3 x 12 months to 31st August 2025.

Complementary Provision

This describes bespoke and personalised programmes of proactive support, mentoring and/or coaching, which will be offered to pupils to enhance their learning experience and engagement. This could include physical activities or therapeutic interventions. This will support or improve behaviour, attendance and the re-integration of pupils into mainstream schools.

Options: Initial Contract Period 1st August 2018 to 31st July 2020, with the option to extend for a further 2 x 12 months to the 31st July 2022 and for a further 3 x 12 months to 31st August 2025.
