Summary of the contracting process

The King's College Hospital NHS Foundation Trust is initiating the procurement of a Strategic Estates Partnership Framework. This tender, classified under the construction work industry, aims to establish a framework agreement with two contractors for projects related to the Trust's strategic estates programme, starting procurement in early July 2022, with the framework coming into effect in May 2023. Interested suppliers must register their interest through a short survey by 15 June 2022, and a virtual 'Meet the Buyer' event is planned for late June 2022 at the Trust's location in London, SE5 9NY.

This procurement presents significant opportunities for businesses in the construction sector, particularly those specialising in design, build, and finance projects. Businesses with expertise in healthcare construction or those experienced with large-scale public sector contracts would be well-suited to compete for this framework. The overall estimated value of the framework is £300 million, making it a promising avenue for contractors looking to expand their portfolio within the healthcare industry.

Lot Information

Lot 1

The Trust is seeking two contractors to enter into a 7 year term Framework Agreement for design, build and finance projects as part of its strategic estates programme. The Framework Agreement will be for design, build and finance projects but will also include call off contract options for build only and design and build projects.

It is anticipated that the first call off contract under the Framework Agreement will for the development of the haematology unit (the "Unit"). The Trust is prepared to invest no less than PS20 million in the design and build of the Unit, though the anticipated build cost is PS39.1 million. The contractor appointed under the Framework Agreement will therefore be required to invest and build the Unit under a design, build and finance arrangement. The Trust intends to enter into a head lease with the developer with a lease back to the Trust and the rental stream will be how the Trust pays for costs of the development as part of a pre agreed financial model. The reason for the proposed 7 year term of the Framework Agreement is the range of long term projects to be awarded under it.
