Surrey County Council requires the services of a managing agent to deliver schemes in Surrey which lead to the decarbonisation of housing in order to meet the net zero carbon target for Surrey.

Surrey County Council requires the services of a managing agent to deliver schemes in Surrey which lead to the decarbonisation of housing in order to meet the net zero carbon target for Surrey as well as the outcomes and benefits listed in 2.4 below. The duration of the contract is for three years with the potential to extend for a further two years. The scope of the contract has the potential to be delivered across all housing tenures however specific schemes may be restricted to certain tenures. The services included in the contract includes the Sustainable Warmth programme, which is made up of the Green Homes Grant Local Authority Delivery (GHGLAD) 3 and the Home Upgrade Grant (HUG)1 as well as other potential housing decarbonisation schemes. The objectives include; * Tackle fuel poverty by increasing low-income homes' energy efficiency rating and reducing their energy bills - a key principle of the Fuel Poverty Strategy 2021. * Deliver cost effective carbon savings to carbon budgets and progress towards the UK's target for net zero by 2050. * Support clean growth and ensure homes are thermally comfortable, efficient, and well adapted to climate change. * Support economic resilience and a green recovery in response to the economic impacts of Covid-19, supporting thousands of jobs.
Options: The contract shall include options to facilitate the delivery of innovative and/or transformative services connected to the subject-matter of the 'core' services to be delivered.
Renewal: It is anticipated that the contract term will be a maximum of 5 years (i.e., 3-year initial term plus options to extend for two 1-year periods thereafter).
