Notice Description
The Environment Agency (EA) manages government investment to reduce flood risk and coastal erosion in England. Part of this investment is used to build, operate and maintain flood defence assets such as pumping stations, flood gates, raised embankments, flood basins etc. The Contract relates to high voltage (HV) Control Operation Maintenance and Emergency Response (COMER) provision at 2 of these flood defence assets and the planned preventative maintenance of (LV) ACBs at 1 other asset. All assets are located in the North West of England.

2. Assets covered by the Contract 2.1. Altmouth pumping station, Hightown, LS38 7JB (NGR: SD2954004381) Equipment schedule: * 1 No. Igranic 11kV Switchboard complete with 12 Tamco VCB's and all instrumentation and protection devices. * 1 No. VCB 50V Battery Tripping Unit and Batteries * 2 No. 11kV/ 415V 800kVA power distribution transformers (Oil Filled Type) * 4 No. 11kV/3.3kV 800kVA power distribution transformers (Cast Resin Type) * 4 No. 3.3kV Igranic motor ATX starter panels with Mechanical Isolator and Restricted Earth Fault (REF) protection device. * 4 No. ABB SACE LV Air Circuit Breakers * All REF protection devices on HV and LV systems 2.2. Crossens pumping station, Southport, PR9 8JQ (NGR: SD3772320670) Equipment schedule: * 1 No. 5 panel 11kV Alstom Switchboard including VTs, VCB, and all protection devices. * 2 No. 11kV/ 415V 1600kVA Oil Filled Air Cooled Power Transformers * 9 No. LV Schneider ACBs Incomers, Circuit Feeds and Bus Sections * 1 No. VCB 30V Battery Tripping Unit and Batteries 2.3. Bedford pumping station, Leigh, WN7 2HS (NGR: SD6684100056) Equipment schedule: * 3 No Schneider. LV ACBs Incomers and Bus Section 3. Contract requirements The Contract requires the Contractor to enter into a HV (High Voltage) COMER (Control, Operation, Maintenance, Emergency Response) agreement. Services to be provided under the COMER agreement are: * Assume full control of the various 11kV and 3.3kV systems at Altmouth and Crossens pumping stations for the duration of the contract via a formal transfer of control/operation from the EA to the Contractor. On transfer of control the Contractor can, subject to agreement, operate their own HV safety rules where these have been demonstrated to be equivalent or better than the Environment Agency's. * Provision of high voltage Senior Authorised Person (SAP) services as well as competent personnel who have suitable qualifications, experience and authorisation to work on the HV systems specified. * Provision of a 24-hour 365-day emergency response service to enable attendance to site when a fault/defect requires urgent diagnosis/rectification. This includes the provision of HV Senior Authorised Person (SAP) services as well as competent personnel who have suitable qualifications, experience and authorisation to work on the HV systems specified. Ideally the Contractor should be able to attend site within 2 hours of receiving a call, however, longer response times may be considered. * Completion of two monthly, annual and 5-yearly planned preventative maintenance on all HV systems, and specific LV circuit breakers specified. This includes the provision a program of works for all PPMs. A list of PPMs will be provided as part of the tender. * Completion of remedial works on the HV systems specified as and when required. * Attendance to site to allow for isolations at HV to enable specialist contractors to undertake works or to enable safe access to HV areas. This includes liaison with the EA's non HV maintenance contractor(s) and various EA teams as and when necessary. * Management of all documentation relating to the HV systems specified. Records will be audited periodically for compliance. * All Contractor personnel working on the Contract must be familiar with the sites specified. * Ensure that the EA's pump attendants remain sufficiently trained and authorised in HV safety rules to be able to operate the Altmouth HV pumps starting procedure in hand via the onsite Scada system.
