Summary of the contracting process

Hampshire County Council procured passenger transport services under its Dynamic Purchasing System (DPS), covering scheduled, pre-arranged and demand-led journeys. Requirements include adult and children’s social care transport, community transport, subsidised public bus services, taxishares, carshares, home-to-school transport for mainstream and special educational needs schools, school trips and other education or social care journeys. The demand-led lot also covers an online booking system for passengers or council staff to arrange transport. Most journeys are in Hampshire, with some routes to or from neighbouring counties and occasional longer journeys elsewhere in the UK. The main service category is road passenger transport, including bus, taxi, special-purpose and non-scheduled transport, and vehicle hire with drivers. The council is based in Winchester.

The procurement is complete and records awards under the DPS for the quarter from 1 April 2026 to 30 June 2026. The notice states that 195 contracts were awarded. It used a selective restricted procedure, with electronic submissions, a Dynamic Purchasing System and electronic auction. Lot 1 covered scheduled and pre-arranged passenger transport and was evaluated using price, with quality and price criteria varying by call-off. Lot 2 covered demand-led transport and its booking technology. The DPS was valued at up to £750,000,000. Lot 1’s stated contract period runs from 1 April 2023 to 31 March 2033. The latest recorded award was dated 30 June 2026, for £22,908,633.20, with an active contract. Other active contracts were awarded to suppliers whose names are not disclosed in the record.

This opportunity demonstrates sustained council demand for a broad, high-volume passenger transport network, particularly home-to-school and special educational needs transport, social care journeys, community and subsidised bus services, taxis and non-scheduled travel. A credible future competitor would need dependable vehicles and drivers, operational capacity across Hampshire and the ability to cover journeys into neighbouring counties or further afield. Required compliance includes the appropriate hackney carriage, private hire, PSV, Section 19 or Section 22 licensing, depending on the service and vehicle. Drivers may need PCV licences, Driver CPC or MIDAS certification. Suppliers also need robust safeguarding, health and safety arrangements and substantial public, employers’ and motor insurance. Demand-led specialists would additionally need an online booking and transport-management system.
