Summary of the contracting process

The procurement process titled "Greater Manchester Integrated Rehabilitation Services - Education, Training and Employment (ETE)" is led by Trafford Council, focusing on the education and training services industry. This tender is part of a restricted procurement method aimed at providing support and interventions to service users within the Criminal Justice System across ten boroughs of Greater Manchester. The process was initiated on 5th July 2022, with the objective of awarding a contract to a suitable provider who can address the complexities faced by the service users. The contract, valued at £3,801,351, was signed on 13th September 2021 and is currently active.

This tender presents significant opportunities for businesses, particularly those experienced in delivering rehabilitation services that cater to individuals with complex needs. Firms focusing on education, training, and employment services, especially those familiar with the challenges faced by involuntary clients and local service delivery, would be well-equipped to compete. The requirement for a provider with a proven record in engaging with the Criminal Justice System enhances the chance for specialised providers, such as SMEs in social work, educational consultancy, or community support, to contribute to this critical service.

Notice Title

Greater Manchester Integrated Rehabilitation Services - Education, Training and Employment (ETE)

Notice Description

GMCA looked to procure a provider who can deliver services in partnership with the National Probation Service (NPS). The provider had to have, and be able to demonstrate; skills, knowledge, experience and success of delivering Education, Training and Employment service to people in the Criminal Justice System (CJS). GMCA looked fo providers who recognise that many of the service users in the Criminal Justice System (CJS) are often adults with multiple and complex needs and personal barriers around motivation and confidence which hampers engagement, attendance and outcomes. It was therefore essential that the providers who tendered for this opportunity recognised that probation service users are involuntary clients and build a model accordingly which works with poor or fluctuating engagement. Providers must understand that local delivery and accessibility is a priority and must take the needs and history of the service user into account. The provider is to to deliver ETE support and interventions to service users across the ten Greater Manchester (GM) boroughs. These services will be available to all offenders under current probation supervision. This opportunity was procured as a further competition through GMCA's Education, Work and Skills Flexible Procurement System.
