Summary of the contracting process

Forestry and Land Scotland (FLS) is planning a procurement process titled "Specialist Peatland Restoration" within the forestry services industry. The procurement stage is currently in the planning phase, with a Supplier Engagement Questionnaire due by 23rd August 2022. FLS is anticipating to initiate a tender exercise later in 2022, with contract awards projected for April 2023. The restoration work will take place across multiple locations in Scotland, aiming to restore at least 3,000 hectares of peatland annually starting from 2027.

This tender presents significant opportunities for businesses specialising in environmental restoration, particularly those with expertise in peatland services and forestry management. Companies that can provide innovative solutions for peatland restoration, sustainable practices, and scalable operations will be well-positioned to compete. The extensive ongoing efforts in this area signal a growing demand for qualified suppliers, making this an ideal time for businesses aiming to expand their presence in the public sector procurement landscape.

Notice Title

Specialist Peatland Restoration

Notice Description

There are extensive areas of deep peat on Scotland's Forests and Land, including many which are afforested. Forestry and Land Scotland (FLS) are currently exploring all potential options and opportunities for procuring services to deliver specialist peatland restoration operations over the next 4 years and our intention is to commence a tender exercise, which is likely to result in a series of contract awards. It is anticipated that the new tender will be published later in the year of 2022 with contracts awarded around April 2023. In order to best inform the FLS approach to the future procurement of these services, it is essential that FLS understand the size, scope, capacity and future aspirations of the marketplace. FLS are therefore looking to both existing and potential suppliers to provide valuable insight into the services you can offer, your capacity, preferred work locations, preferred pricing mechanisms and more. The information you can provide is vital to our considerations as to how FLS move forward in delivering these requirements and develop a strategic approach to delivery of these services. PLEASE NOTE: This PIN is for information gathering purposes only and is NOT a call for competition. A response to this PIN shall not constitute any form of contract. There is no requirement to have read or replied to this notice and the attached questionnaire, suppliers will be entitled to submit their tender without any disadvantage.

Lot Information

Lot 1

FLS's peatland restoration programme is continually increasing in scale. To date, we have undertaken restoration work on 8,552 hectares of degraded peatland habitat, at the rate of approximately 1,000 hectares of restoration per annum. By 2027 onwards we expect to be restoring at least 3,000 hectares annually, thereby reducing carbon emissions, capturing additional carbon and restoring valuable priority habitats that support priority species in the process. All of this means at this exciting time for FLS, opportunities available to work with FLS in delivering peatland restoration at scale are greater than they have ever been. FLS is intending to commence a tender exercise later in this year (2022) which is likely to result in a series of awards, which is anticipated around April 2023. Additional information: This PIN is for information gathering purpose only and is not a call for competition. The structure of this tender and how it might be divided into Lots will be guided by our Market Research and data analysis.
