Summary of the contracting process

The University of Ulster has completed the procurement process for upgrading the Magnetoencephalography (MEG) System with Internal Helium Recycler (IHR) in the medical equipments, pharmaceuticals, and personal care products industry category. The tender was awarded to Megin Oy via a limited procurement method without prior publication of a call for competition. The total contract value is 541,500.0 EUR, signed on 2nd November 2022 and is expected to be completed by 31st March 2023. The University of Ulster initiated a voluntary standstill period to allow challenges to the award decision before contract finalization.

This procurement offers an opportunity for businesses in the medical equipment sector to engage in supplying upgraded MEG systems for research purposes. Megin Oy, a large-scale supplier based in Finland, successfully secured the contract awarded by the University of Ulster. The contracting process involved a negotiated procedure due to the specialized nature of the products and the need for rapid acquisition to meet funding deadlines. The procurement methodology chosen aimed to ensure the timely upgrade of essential medical equipment to facilitate ongoing clinical research at the Northern Ireland Functional Brain Mapping facility.

Notice Title

Upgrading Magnetoencephalography (MEG) System with Internal Helium Recycler (IHR)

Notice Description

Upgrading Magnetoencephalography (MEG) System with Internal Helium Recycler (IHR). Currently the Northern Ireland Functional Brain Mapping (NIFBM) facility located at the Intelligent Systems Research Centre (ISRC) in MS building of Magee campus, has the Neuromag Triux MEG system, which is a CE-certified proprietary medical device of MEGIN OY (formerly Elekta OY). MEGIN is the sole supplier of component parts and can alone undertake planned preventative maintenance in addition to ad hoc breakdown maintenance. In order to be able to continue with clinical works, the upgraded MEG system with Helium in close-cycle, must also be medical grade. The MEGIN's Internal Helium Recycler (IHR) upgrade is the only Helium recycler technology capable of offering zero-loss Helium recycling and integrate fully with the medical grade Triux MEG system.

The University of Ulster awarded this procurement, upgrading Magnetoencephalography (MEG) System with Internal Helium Recycler (IHR) to Megin Oy, 100% funding from the UK Medical Research Council in November 2022 was approved. The conditions on this funding award stipulates that the award funding must be spent by 31st March 2023. As this spend is above threshold and is to be awarded via a direct award the University has issued a VEAT Notice to the marketplace in August 2022 to ensure transparency on this expenditure. If the University waited until November timeframe to do the VEAT notice they could not place the Order for this equipment until the standstill period associated with the VEAT regulations had expired. This delay would cause issues as this would conflict with the lead time required by the manufacturer for placement of Purchase Order and delivery of equipment by the deadline of 31st March 2023.
