Summary of the contracting process

Dounreay Site Restoration Ltd (DSRL) is planning the procurement of the Shaft & Silo Decommissioning Project. This project falls under the construction works category and is valued at £90,000,000. The project aims to construct headwork facilities, coordinate installations, and provide project management services at the site in Dounreay, Thurso. DSRL is conducting a preliminary market consultation with interested parties to gather views on structuring commercial agreements. The market consultation includes scheduled webinars and a Market Consultation Questionnaire to facilitate engagement with potential suppliers on the procurement process.

The procurement stage is currently planned, with the tender titled "Shaft & Silo Decommissioning Project." DSRL, as the buying organisation, is seeking a Construction Partner and a Delivery Partner for the project. Interested businesses operating in the construction, engineering, or project management sectors would be well-suited to compete for this opportunity. The procurement process involves a two-round market engagement process before the tender is advertised via OJEU. Businesses that participate in the preliminary market consultation can influence the structure of the commercial agreements to ensure value for money in the project delivery.

Lot Information

Lot 1

The Shaft and Silo Decommissioning Project (SSDP) forms a key part of the Dounreay Integrated Waste Strategy. As a result of operations over many years at Dounreay, a range of Intermediate Level Waste (ILW) has been disposed to the Shaft and stored in the Wet Silo.
The project comprises the design, build, operations and decommissioning of limited life plant and facilities necessary to retrieve and treat the waste from within the Shaft and Wet Silo and enabling works required in advance of the main construction.
Much of the solid waste will be prepared for encapsulation in a grout matrix by compaction. Sludge waste will be solidified using cement powders and compacted in a similar manner to the solids waste.
The potential procurement that is the subject of this notice comprises a part of the SSDP and includes a Construction Contractor to be appointed to work with the client design team for the "construction drawing" element of detailed design and to construct the headwork and related facilities required for the Shaft and Silo. The Contractor will be responsible for coordinating the installation and commissioning of equipment and systems that have been / will be placed directly with the Supply Chain by DSRL. The Contractor will also be responsible for the M & E of the Shaft and Silo Headwork which includes the following elements:
* Building Services
* HVAC
* Electrical, Control & Instrumentation
* Shield / Containment Doors
* HV Substation.
DSRL is separately considering appointing a Delivery Partner organisation that can provide project controls, commercial and contract management services to the project.

Market consultation:
There will be two scheduled webinars, one for the Construction Partner and one for the Delivery Partner. The Construction Partner event will be held on 6th September 2022. The date for the Delivery Partner event will be confirmed in due course.

Interested parties that have attended the webinar and completed the requested Market Consultation Questionnaire will be able to book a time slot as part of preliminary market engagement to discuss the procurement with DSRL representatives.
