Notice Description

The MPS is responsible for policing a geographical area of 620 square miles and is the biggest police service in the UK. One of the core responsibility of the MPS is to ensure the safety and security of a thriving political, economic, cultural, and technological capital. Vehicle Recovery Examination Services (VRES) is a key part of the MPS' drive to tackle vehicle crime on the streets of London working in partnership with a number of external agencies and MPS contractors to remove, recover, restore and dispose of vehicles that are involved in collisions, those involved in serious and organised crime that require forensic examinations or those that are seized under police powers for no insurance or being driven without a license. We support frontline policing and operate 24/7/365. We have our own unique in-house policing team and a command and control team. We currently operate out of two forensic car pounds at Perivale and Charlton. Processing c. 40,000 vehicles per year, we deal with everything from two-wheel bikes all the way up to and including HGVs and other heavy bulky items. Our work has a direct impact on the service the MPS delivers Londoners.

Lot 1

The value of the contract is estimated to be circa PS35m, covering vehicle decommissioning, auction, breaking, recycling, and scrapping services. It will be the concessionaire's responsibility to generate income from third parties for the services provided through buyer's fees and within the tender document to describe the skill, knowledge, and expertise it has to maximise MPS and Authority income. The Authority has cause to dispose of approximately 10,000 vehicles per year (which is forecast to grow to approximately 12,000 per year). The new contract will be for a total of 5 years (4+1) Requirements Breakdown VRES Auction 6,057 VRES Scrap 2,695 MPS Owned 838 Total 9,590 The volumes are stated to give an indication only and are not guaranteed. The Concessionaire must be able to flex resources up and down dependent on volume. Specific services required are: a) Disposal of vehicles via auction; b) Disposal of vehicles via breaking or recycling; c) Disposal of vehicles via scrapping; d) Disposal of vehicle parts and sundries, which will include but not be limited to batteries, tyres and engine fluids (these may not be contained within a vehicle, and disposal will be via auction, breaking or recycling, and scrapping); e) Disposal of police-owned vehicles using one of the methods described in a), b), or c) above; f) Supply of recycled Original Equipment Manufacturer parts; g) Decommissioning and anonymizing vehicles; and h) Covert transport of high-profile or highly-sensitive vehicles in a covered wagon when being taken for disposal. The type of vehicles includes but is not limited to: a) Vehicles (including electric vehicles) weight not exceeding 3.5 tonnes; b) Vehicles (including electric vehicles) weight exceeding 3.5 tonnes; c) Motorcycles; d) Trailers; e) Boats; f) Cycles, including E-Bikes and personal transporters / PLEV, i.e. E-Scooters; g) Vehicle sub-assemblies; h) Plant in various sizes and conditions; i) Vehicle parts and sundries, to include but not limited to, batteries, tyres, engine fluids and body panels; j) Property (some examples are skips, power tools, generators, metals, other waste to include by-products from the shredding procedure of firearms (mixture of metal, plastic and wood), or other bulky property specified by the MPS / Authority - this list is not exhaustive and some items may have no value); k) Exceptional vehicles (some examples are bendy buses, steam road locomotives, multi-axle vehicles, helicopters, caravans, trailers, or any other vehicle as specified by the MPS / Authority - this list is not exhaustive); and Prospective concessionaires must be able to meet the following technical requirements: a) Ability to integrate with the Vehicle Recovery System ELVIS (the primary requirement of the interface between ELVIS and the disposal agent's vehicle management system is to automatically notify the concessionaire of any vehicle (or property) ready for collection from the MPS storage location when it is authorised for disposal); b) Provision of the vehicle and engine identification checks; c) Provision of data wipe of in-vehicle infotainment systems; d) The online portal for the sourcing of OEM parts must have a VRM lookup ensuring exact match e) For every damaged vehicle which is disposed of by the MPS, provision of an insurance category in line with the Association of British Insurers (ABI) Salvage Codes of Practice and where a vehicle receives a category marker addition of this to the Motor Insurance Anti Fraud and Theft Register (MIAFTR) and notifying the MPS immediately; and f) Concessionaire's staff who are undertaking this work must hold a current competency based assessment on salvage categorization provided by the Institute of Automotive Engineer Assessors (evidence of such qualifications will be requested by the MPS prior to contract award). Additional information: Market engagement The MPS may at its sole discretion engage with respondents to this PIN subject to a data protection agreement, which includes signing the Official Secrets Act (1989) and a non-disclosure agreement. Feedback from prospective concessionaires will help the MPS further its understanding of current supply market considerations, such as appetite, capability, capacity, concessionaire operating models, and service performance. While responding to this PIN is voluntary, it is strongly encouraged. Prospective bidders are permitted to submit clarification information or questions in response to the PIN. Please note the following: * All clarification information and questions must be sent through Coupa in the first instance; * Please collate your clarification information and questions as much as possible to streamline the process, submitting in a Microsoft Word document if you have many; * The MPS will try to respond to clarification questions at its earliest convenience, but this will take several days especially during the holiday period and if questions are technical; * The MPS may not be able to respond to every clarification question, but will endeavour to do so; and * Clarification information and questions submitted in response to this PIN will not be evaluated as part of the procurement. During the week of 21 September 2022, the MPS' Commercial Services and VRES subject matter experts will deliver a virtual presentation with questions and answers.
