Summary of the contracting process

The Ministry of Defence, UK, has awarded a contract to Quest Underwater Services Limited for the ongoing in-service support of the Training Vessel Tristram. The contract is valued at £916,666.67 and runs from 4th July 2023. This procurement falls under the services category, specifically for vessel repair services in the defence industry. The procurement method was a limited negotiation without publication of a contract notice, with the rationale being insufficient responses to the pre-tender stage questionnaire.

This tender for in-service support of the Training Vessel Tristram presents an opportunity for businesses in the maritime services sector, particularly those experienced in vessel repair and maintenance. The location for service delivery is Portland Harbour, Dorset, UK. With a focus on planned maintenance, supply of spares, emergency standby evacuation, and dive operations, businesses with expertise in marine operations and vessel servicing could be well-suited to compete for this contract, especially those with a track record in defence services.

Procurement Information

The Boats Team, part of the UK Ministry of Defence (MOD) intends to award a contract of up to 3 years and 3 months from 6 February 2023 to 31 April 2026 to Quest Underwater Services Limited for the In-Service Support Contract for Training Vessel (TV) Tristram. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service is lawful under Regulation 16 (1) (a)(i) of the Defence and Security Public Contracts Regulations 2011. This is due an insufficient number of successful responses to the Dynamic Pre-Qualification Questionnaire at Pre-Tender Stage, which would have allowed the Competition to progress to the ITT stage.
